Minnesota Management and Budget (MMB) is responsible for managing state finances and human resources and providing systems for daily business operations, information access, and analysis. We are a central service agency, serving the governor, the legislature, over 100 state government entities, over 55,000 state employees, and most importantly, the people of Minnesota.MMB is hiring the next Statewide Payroll Director. This is a permanent, full time leadership position in MMB’s Accounting Services Division. The Statewide Payroll Director leads the Statewide Payroll Services Section responsible for administering biweekly payroll for over 55,000 state employees across all three branches of state government, totaling over $6 billion each year. We seek a dynamic leader with the vision, expertise, and skills needed to oversee an effective payroll processing system necessary to ensure state employees are paid timely and accurately, the state complies with collective bargaining agreements and state and federal laws, and state agencies have the support needed to be successful.Specifically, the Statewide Payroll Section : provides functional support for the payroll components of the state’s human resources, payroll, and benefits ERP system (SEMA4); implements payroll-related provisions in state collective bargaining agreements, compensation plans, and state and federal tax and labor laws; administers the state’s payroll tax compliance activities, including tax withholdings and the issuance of W-2s to state employees; establishes statewide payroll policies and procedures used by state government agencies for their payroll processing and transactions; and provides communications, training, and support to the payroll professionals and finance and human resources units in state government agencies responsible for their agencies’ payroll.Minimum QualificationsSeven years supervisory or management experience supporting an organization’s accounting and / or payroll functions, with two or more professional staff reporting to you during that time.Experience using and / or supporting a large enterprise resource planning (ERP) system, such as PeopleSoft, SAP, Workday, etc.Knowledge of state and federal tax and labor laws affecting an employer’s payroll administration.Experience managing multiple projects concurrently, including establishing priorities, developing work plans, and monitoring progress to completion.Proven analytical, problem solving, and research skills.Strong human relations and communication skills, specifically verbal, written, and presentation skills. Working knowledge of Generally Accepted Accounting Principles (GAAP).Educational experience substitution : A bachelor’s degree in a relevant field (see list in Preferred Qualifications section below) will substitute for one year of work experience.A master’s / advanced degree in a relevant field OR active Certified Public Accountant (CPA) license or Certified Payroll Professional (CPP) certification will substitute for two years of work experience.A master’s / advanced degree in a relevant field AND active CPA license or CPP certification will substitute for three years of work experience.Preferred QualificationsA bachelor’s degree in accounting, business administration, human resources management, public administration, or related field.A master’s or other advanced degree in accounting, business administration, human resources management, public administration, or related field.Active CPA license and / or active CPP certification.Experience using and / or supporting a PeopleSoft Human Capital Management (HCM) system.Experience administering collective bargaining agreements / union contracts.Experience with a U.S. state government sufficient to understand the diverse operations of state government agencies.Job ID : 83418Application Deadline : 2 / 10 / 2025mn.gov / careersSeniority level DirectorEmployment type Full-timeJob function Accounting / Auditing, Human Resources, and FinanceGovernment Administration#J-18808-Ljbffr
