PRIMARY PURPOSE :

To contribute to an efficient and well-functioning migrant program by assuring that accurate records be available for students entering and leaving the district and identifying, recruiting and enrolling all migrant eligible students and their families to the New Generation System; to implement a home-based early childhood development model-A Bright Beginning that provides migrant parents the skills to enhance their children's growth development at home; and to act as a liaison between home and school by providing a supplemental avenue.

QUALIFICATIONS :

Education / Certification :

  • High school diploma or GED certificate
  • An associate Degree of Applied Data Technology, accredited college hours in related field and or equivalent work experience is preferred.

Special Knowledge / Skills :

  • Demonstrate aptitude for successful performance of tasks assigned
  • Must be Bilingual (English and Spanish)
  • Enjoys great involvement with parents and a desire to be of service to them
  • Must be able to keep flexible hours
  • Must have a vehicle, insurance, valid current Texas Driver's License and current Texas inspection sticker
  • Demonstrate written and oral communication skills
  • Must have computer skills
  • MAJOR RESPONSIBILITIES AND DUTIES :

  • Fully understands all Federal Regulations pertaining to the Migrant, Title I, Part C Program.
  • Verifies the accuracy and completeness of the Certificate of Eligibility for each recruited Migrant family / student as the Superintendent's designee as required by the Texas Education Agency.
  • Inputs and maintains all migrant student demographic, instructional, academic, and health information into the New Generation System for transfer via the internet to other Texas school districts, and districts across the United States.
  • Accesses internet, e-mail, manipulates data bases and generates NGS reports.
  • Identifies all eligible migrants residing in the district as assigned.
  • Updates computer data on student's statistical changes on a daily basis.
  • Generates reports for district and campus use.
  • Coordinates accuracy of all migrant PEIMS data.
  • Performs responsibilities by established timelines and maintains logs of all transactions of NGS as required by state and locally.
  • Completes Certificates of Eligibility and obtains a parent signature for documentation of eligibility for all migrant 0-21 years in the district.
  • Identifies all eligible three-year-old migrants and recruits them for the Migrant Early Childhood Home Based Program, A Bright Beginning.
  • Meets on a regularly scheduled weekly basis for the purpose of providing learning experiences in development areas with parents of identified children, utilizing the state-developed curriculum for the Migrant Early Childhood Program, A Bright Beginning.
  • Provides individual and group instruction to parents designed to nurture and develop effective parenting skills and to discuss the growth and development and appropriate activities for three-year-old children.
  • Keeps written progress reports on each assigned family for planning and evaluation purposes.
  • Prepares and maintains all inventory of services offered by community health and welfare agencies and establishes close working relationships with such agencies.
  • Gathers information from home visits that will be useful in determining how best to meet the needs of the student's / parents relative to the child attending preschool the following year.
  • Helps bridge the gap between home / school for the three-year old child and parents by arranging for a school visit at the end of the school year.
  • Follows Texas Education Agency ID & R Manual for recruitment and attends all meetings and training sessions relevant to assignment.
  • Demonstrates initiative in performing job responsibilities.
  • Performs all duties in safe manner to avoid injury to oneself and / or others.
  • Performs other related duties as assigned.
