Description:
The Chief Information Officer (CIO) is responsible for providing leadership and management to the sections within the Information Technology (IT) division and coordination of the IT resources of the Office of Secretary of State (SOS). These duties include daily oversight and management of computer systems analysis and design, security, budget, database, network administration, systems programming, and computer operations. The CIO represents the Office in information technology-related matters with federal and state agencies, and technology support vendors. Collaborating with leadership, the CIO identifies best practices, and recommends, develops, and implements cost-effective, system-wide IT solutions to enhance the SOS IT operations. The CIO oversees the review and analysis, coordination, and approval of computer-related purchases and upgrades and ensures that new applications and technologies are compatible with existing systems and are appropriately integrated into the SOS enterprise architecture.
Job Functions and General Responsibilities:
- Develops the strategic direction, working in conjunction with Executive Staff, and conducting the overall planning and direction of the IT systems for the SOS.
- Provides direction and oversight to the network, service desk, application development, and database teams.
- Ensures fiscal responsibility and accountability through coordination and preparation of the budget, authorizing the expenditure of funds, and maintaining overall budget control of the IT division.
- Promotes open and viable channels of communication with all SOS staff regarding IT policies, procedures, issues, and concerns.
- Responsible for protecting the confidentiality, integrity, and availability of SOS data and information systems and strengthening the SOS preparedness, timely response, and rapid recovery in the event of a cyber-attack, natural disaster, or other emergency.
- Oversees the planning, analysis, design, and implementation of system-wide software applications by working with internal staff to determine requirements, achieve milestones, and deploy successful IT projects.
- Evaluates the applicability of new technical developments and evaluates effectiveness of present operations.
- Recommends new uses for computer information technology and/or elimination of inefficient processes.
- Manages the computer information technology workflow, establishes production controls, determines priorities of operation, and directs procedures for special studies or unusual operations.
- Completes cost, schedule, resource, risk, and quality application assessments to ensure adequate controls are in place for the installation of desirable customer software and that it is completed effectively and in accordance with budgetary guidelines.
Knowledge, Skills and Abilities:
- Considerable knowledge of personnel management, project management, governmental budgeting, fiscal management, and/or grants and contract management.
- Ability to communicate effectively both orally and in writing.
- Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the SOS.
- The ability to work effectively within a large, complex system and to negotiate with a wide range of external users/interfaces.
- Ability to establish and maintain effective working relationships with associates, other state agency management officials, and information technology vendors and professional organizations.
Qualifications:
Five or more years of management experience including professional, technical computer information technology systems experience, and graduation from an accredited four-year college or university with at least fifteen (15) semester hours in computer science, computer information systems, or closely related areas. Computer information technology systems experience such as computer programming, systems and analysis and design or work with primary responsibility for the configuration of computer hardware and software environment may be substituted on a year for year basis for deficiencies in the stated education. Graduate work in computer science, computer information systems, or closely related areas may be substituted on a year for year basis for a maximum of one year of the stated general experience.
