What are the responsibilities and job description for the Investor Protection & Education Specialist position at Missouri Secretary of State?
Definition:
The Securities Division seeks to develop multiple methods to provide public and investor outreach, educational programs and communication mechanisms designed for the protection of all Missourians, particularly our most vulnerable citizens. The Investor Protection Education Specialist ("Specialist") is charged with providing investor education to Missourians, which includes protecting vulnerable citizens from investment fraud. This includes building strategic partnerships with other organizations that can help further investor protection and education in Missouri.
Job Functions and General Responsibilities for Investor Education:
- Under the direction of the Director of Registration and Investor Protection, makes and arranges public appearances on behalf of the Division throughout the State.
- In coordination with the Secretary of State's communication staff, build a social media plan, to include paid targeted marketing, to bring awareness to investor best practices, scam trends and investor protection tactics.
- Provide input on new/better ways to promote the Investor Protection Hotline to investors and vulnerable citizens.
- Responsible for the development and enhancement of educational and informational publications, including those that address general investor awareness matters through proper coordination with the Secretary of State's communication staff.
- Implement and develop the Division's educational outreach to school-age children to include the Division's connection to the Stock Market Game utilized in classrooms across the state. Plan and organize the recognition of top finishers by the Secretary and/or Commissioner.
- Works with the Secretary of State's communication staff, to promote appearances, in-person presentations and serves as the communications liaison for the Division, to include drafting press releases for the Division.
- Under the direction of the Director of Registration and Investor Protection, implement and develop presentations on investor education topics to provide in-person presentations.
- Identify readily accessible grant resources, which could be obtained through grant writing and utilized for purchase of promotional items to be distributed at investor education events.
Job Functions and General Responsibilities for Registration:
- Works with Division counsel and enforcement staff on matters that relate to revocation, suspension or denial of applicants and/or registrants that are in violation of the Missouri Securities Act.
- Review and ensure compliance of examinations/qualifications of pending applicants that require manual review in the web based CRD System and work to ensure they comply with the applicable Missouri rules in order to do business in the state or with Missouri investors.
Knowledge, Skills, and Abilities:
- Must be an effective communicator with strong presentation skills, and be comfortable speaking with members of the public in both large and small groups.
- Must be familiar with, and follow developments in, securities markets, trends, particularly in the areas of fraud and scams, investing, and the investments and financial services industry.
- Possess an understanding of the Missouri Securities Statutes relating to the registration of person and products and provide input as needed on proposed rules and regulations.
- Possess strong organizational skills, the ability to work under deadline pressure, and the ability to manage projects.
- Possess and be willing to further develop an understanding of social media marketing.
- Must have the ability to travel (primarily in Missouri), often 3-5 working days a month.
Qualifications:
College degree, preferably in financial planning or finance, or recognized financial professional designation (CFP, CFA, Series 7, etc.), but not required. Must possess the ability to speak confidently about investing, personal financial planning and securities markets. Knowledge and/or prior experience with financial services industry is highly preferred but not required.

Salary : $45,000 - $50,000
