What You’ll Do
The individual in this position reports directly to the chief technology officer. Under general direction, this position is responsible for the security of all organizational information and data.  The position oversees, directs, and performs the full range of activities related to the development, implementation, and monitoring of information systems security policies, standards, procedures, best practices, and overall security architecture for the organization. This position works with other senior leaders to align security initiatives with the organization’s objectives.


This position works in our office in Jefferson City, Missouri but is eligible to work from home one day a week after 90 days of employment.   

  

How You'll Spend Your Time

  • Leads the development, implementation, and monitoring of information systems security policies, standards, procedures, best practices, and overall architecture for the organization.
  • Directs the overall development, implementation and continuous improvement of the security awareness training program and related materials and the training of staff at all levels on security protocols, policies, and procedures.
  • Recommends and implements strategic initiatives.
  • Manages Phishing Alerts. 
  • Coordinates and participates in the analysis, design, and implementation of IT security solutions based on the NIST Cybersecurity Framework.
  • Standardizes implementation of security controls by directing and participating in the development, testing, and verification of computer systems.
  • Ensures Center for Internet Security baselines are being met.
  • Ensures that network devices are tested, implemented, and maintained via upgrades, patches, and updates with appropriate security controls.
  • Analyzes system outages, alerts, and reports of abnormal system behavior due to suspected security-related events.
  • Monitors, analyzes, and responds to security events using security-event management tools.
  • Leads and participates in the technical analysis and correlation of security data from computing and network devices to identify potential threats and vulnerabilities or to determine the root cause of a security incident.
  • Participates in the development and implementation of Business Continuity Plans (BCP)/Disaster Recovery Plans (DRP).
  • Participates in incident response and forensic investigation activities. Maintains chain of custody of electronic and or physical evidence related to the incident.
  • May be required to represent the organization in legal matters related to IT systems security.
  • Plans third party security assessments and serves as point of contact for third party security assessments.
  • Compiles and validates security-related statistical data for management reporting.
  • Assists with installation, configuration, and maintenance of firewalls and intrusion prevention systems.
  • Assists with installation, configuration, and maintenance of SIEM systems.
  • Performs internal/external penetration testing.
  • Leads MOSERS vulnerability management program.
  • Keeps appraised of developments in the industry to determine opportunities for applying security to existing business activities.
  • Conducts security reviews of third parties and vendors to assess their risk profiles.
  • Provides consultation on technical security topics to the various information technology groups within the organization.
  • Assists with section management and may supervise information technology staff.
  • Maintains regular and reliable attendance.
  • Performs other duties as needed or assigned.

       

Our ideal candidate is passionate about cyber security and has the following knowledge, skills, and abilities:

  • Graduation from an accredited four-year college or university with at least fifteen (15) semester hours in computer science, computer information systems or closely related areas. Computer information technology systems experience may be substituted on a year-for-year basis for deficiencies in the stated education.
  • Ten years of professional and technical computer information technology systems experience such as information security, network administration, systems analysis and design, or closely related areas.  Prefer more extensive experience.
  • Ability to perform risk analyses; handle sensitive matters with discretion and maintain confidentiality; and develop and review technical documentation and narrative reports.
  • Holds security-related certifications, such as CISSP, CISM, CompTIA Security .  Certifications are preferred, but not required.

  • Ability to continuously adapt to emerging threats and changes in the industry.
  • Working knowledge of Windows system administration, Microsoft Azure security controls, and networking. 
  • Ability to plan and lead complex and mission-critical IT security projects for a small to medium-size organization.
  • Ability to communicate effectively (both verbally and electronically) with users, peers, and support personnel on technical aspects of the system.  
  • Ability to maintain confidentiality.
  • Ability to demonstrate integrity and a high degree of ethics.
  • Ability to establish and maintain positive working relationships with MOSERS staff, MOSERS members, outside vendors, and other contacts.
  • Ability to maintain regular and reliable attendance.
