Purpose of Position:

The Human Resources Staffing Manager, under the leadership of the Senior Director of Human Resources, serves as a subject matter expert and manages and provides direct supervision of the staffing teams, including staffing, employee analysts, recruitment, and substitutes. This position is responsible for implementing the Human Resources Central Office Department Improvement Plan (CoDIP) by monitoring and facilitating the completion of action plans assigned to the staffing team. The Human Resources Staffing Manager will oversee and support the day-to-day activities related to acquiring new talent for the district through recruitment functions, filling vacancies, completing recommendations, filling daily/short-term vacancies through substitute support, and ensuring human resource implementation systems are effectively utilized to perform the functions of the department in a timely, efficient and effective manner that support the needs of the hiring managers served so they are fully staffed with vacancies that are filled with the least amount of disruption to the school and/or department functions.

 

Supervisory Responsibilities:

This position is directly responsible for leading directors, supervisors, team leads and senior staff within each of the staffing teams (staffing, recruitment, employee specialists, and substitutes) and indirect oversight of all employees on the team. Supervisory duties include the utilization of approved hiring practices for recommending staffing hires to the Senior Executive Director, providing training, ongoing feedback consisting of daily check-ins, weekly one-on-one coaching, and identified development of the for each team and individual team members. 

 

Essential Duties and Responsibilities: 

  1. Assume responsibility for fully understanding the daily functions and alignment of each of the staffing teams, and supervise and support the daily operations of the staffing team in a collaborative and supportive manner to ensure each team member's accountability and engagement in the completion of daily responsibilities.

  2. Provide ongoing feedback and support for each direct report, including coaching, ongoing and timely feedback through weekly one-on-one and team meetings, and the implementation of required performance management practices and timelines.

  3. Direct supervision of the staffing team in fully implementing and utilizing information systems and data dashboards to perform all staffing functions, gather, analyze, and utilize quantitative and qualitative metrics to develop departmental standards, and measure and improve staffing processes.

  4. Participates in implementing the HR Strategic Plan to include the ongoing review and monitoring of predetermined milestones, providing feedback to the staffing team regarding performance aligned with key performance indicators as defined in the plan, providing feedback regarding next steps, and communicating success measures for the staffing team.

  5. Attends and actively participates in district meetings as assigned to provide guidance, feedback, and expertise related to Human Resource functions of recruitment, talent acquisition, staffing, and hiring practices to ensure effective and timely staffing practices within the district. 

  6. Represent the Human Resources Department, when requested by HR Senior Executive Director, as a subject matter expert for district initiatives and special projects involving staffing recruitment, talent acquisition, staffing, and hiring practices.

  7. Oversee and ensure HR compliance in staffing, recruitment, information systems, substitutes, and adherence to all employment, state, and federal laws. 

  8. Recommends and seeks guidance in prioritizing and implementing new approaches and procedures that will improve day-to-day operations and efficiencies of the staffing team. 

  9. Provides guidance and monitoring of adjustments, transfers, and allocations of schools and departments related to the workbook process and ongoing staffing functions of schools and departments.

  10. Manages the cross-functional work of staffing teams through regular meetings and focuses on action items designed to integrate the functions of staffing, information systems, recruitment, and substitute teams to produce smoother workflow and effective and efficient HR processes resulting in fully staffed schools and departments. 

  11. Reconciles the HR department budget, aligned to the HR strategic plan, related to staffing teams (staffing, recruitment, information systems, substitutes) and provides regular updates to the Senior HR Director. 

  12. Operationalizes HR department staffing processes related to staffing teams (staffing, recruitment, information systems, substitutes) that can be shared with the HR senior director for dissemination across the district. 

  13. Communicates regular updates regarding staffing team progress toward accomplishment of key performance indicators to senior leaders and board members through weekly updates and executive summaries. 

  14. Communicates and operationalizes and ensures adherence of district policies and departmental guidelines with staffing team members.

  15. Develops, implements and communicates standard operational procedures, job aids, training methodologies and professional development for staffing team members. 

  16. Improves customer service and satisfaction through development and implementation of standard operating procedures, and full integration of human resource information systems designed to create quality, efficiencies and timeliness in the recruitment and staffing responsibilities of the staffing team.

  17. Performs other related duties as assigned by the HR Senior Executive Director.
