What are the responsibilities and job description for the Finance Manager position at MNPrairie County Alliance?
MNPrairie is looking for a manager who will oversee and manage the financial operations and staff. They will be responsible for day-to-day financial operations and long-term financial goals of the agency’s $22 million annual budget and greater than $5 million reserves. Performs complex professional work developing and maintaining systems of internal controls that safeguard MNPrairie assets, developing and monitoring budgets, assuring timely and accurate financial reporting to the Joint Powers Board (JPB) and regulatory agencies, analyzing financial results, reviewing and influencing contract negotiations and requests for proposals, managing cash and investments greater than $1 million, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Executive Director. Supervision is exercised over all personnel within the unit. Duties include but are not limited to:
- Manages staff and systems
- Makes hiring recommendations, orients and trains unit employees.
- Coaches and supervises unit employees.
- Manages implementation of federal, state and agency requirements.
- Monitors legislative and policy changes at state and federal levels.
- Participates as part of a management team in formulating changes.
- Prepares annual budget.
- Reviews statements, budgets and reports presented by accounting staff.
- Serves as an advisor and strategic partner to the executive director.
- Fosters environment of innovation and continuous improvement.
- Controls cash by overseeing receipts and deposits.
- Manages the organizations accounts receivables and accounts payable.
- Manages investments.
- Performs thorough analysis of financial statements, results and trends.
- Oversees and/or complies, summarizes and prepares various state and federal reports.
- Oversees the bi-weekly payroll process for all MNPrairie employees.

Minimum qualifications:
· Bachelor’s Degree with coursework in accounting, finance, business administration, or closely related field and extensive (6 years or more) experience in public or governmental accounting.
· Valid driver’s license
· Ability to pass a standard background check.
*This position has the choice to office out of the Dodge, Steele or Waseca offices of MNPrairie, but must be able to provide services across all three counties.
