The City of Crescent City seeks a Director of Recreation and Event Coordinator!

Salary Range: $83,427.00 - $101,400.00 / Annually

Under the administrative direction of the City Manager to serve as Director of Recreation and Events Coordinator with specific responsibility for the planning, directing, supervising and coordinating of recreation activities, management of the Lighthouse Cove RV Park, Cultural Center and Fred Endert Municipal Pool, coordinating and facilitating special events, and community outreach. This position provides highly responsible staff assistance to the City Manager’s office on special projects and programs as it relates to tourism, recreation, and at times business development.

Essential Job Functions: (including but not limited to the following)

  • Plans, supervises and coordinates a comprehensive program of recreational activities focused throughout the City as well as in City parks, City owned rental facilities, Lighthouse Cove RV park, and Fred Endert Municipal Pool;
  • Manages a staff of approximately 4 full-time and 20 part-time employees, plus volunteers;
  • Develops, directs and coordinates community events, including fiscal management, event planning, coordination of staff and volunteers, material and supplies management; 
  • Develops, directs and coordinates marketing plans of recreation programs and community events;
  • Coordinates community outreach efforts including assisting in coordination of community meetings, newsletters, and dissemination of information on various platforms for City initiatives;  
  • Manages the content of the City’s online presence across various social media platforms, including developing graphics, diagrams, marketing materials, and other visual illustrations and social media postings in support of the City’s initiatives and events;
  • Prepares and coordinates staff training, supervises and evaluates employees, works with employees to correct performance deficiencies;
  • Actively solicits sponsorships and coordinates fundraising activities and volunteers;
  • Develops, directs and coordinates the implementation of goals, objectives, policies, procedures and work standards for major functions of the Recreation Department; establishes, within City policy, appropriate service and staffing levels;
  • Identifies, plans, and implements community recreation/park programs and special events based on community needs and long-range planning;
  • Develops, reviews, and implements standard operating procedures for special events, recreation programs, and facilities;
  • Manages and participates in the development and administration of major portions of the department’s budget; projects additional funds needed for staffing, equipment and supplies; directs, monitors, and approves expenditures while adhering to the City’s budget and fiscal policies; directs the preparation of budgetary adjustment requests;
  • Assists in the coordination and administration of capital improvement projects for the department including the coordination of staff, volunteers and contractors[LL1] [EW2] .
  • Represents the Recreation Department to other City departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues;
  • Prepares, reviews and presents staff reports, various management and information updates, and reports on special projects as assigned by the City Manager;
  • Directs the preparation of agenda items for the City Council, and various committees and boards involved in parks and recreation activities; presents agenda items as needed; 
  • Develops and monitors business plans and forecasts for recreational activities including the Lighthouse Cove RV Park, Fred Endert Swimming Pool, and others; [EW3] 
  • Assists in preparation of grant applications, monitors and assists in grant reporting related to recreation grants; 
  • Monitors changes in laws, regulations and technology that may affect City or departmental operations; implements policy and procedural changes as required;
  • Contributes to the overall quality of the department’s services by developing, reviewing, and implementing policies and procedures to meet legal requirements and City needs; continuously monitors and evaluates efficiency and effectiveness of service delivery methods and procedures;
  • Responds to questions from citizens and provides information to the public, investigating complaints and recommending or taking corrective action as necessary to resolve the complaints.
  • This position requires the Recreation Director to be flexible in their schedule, as there is a significant amount of after-hours, weekend and holiday work as required to run recreational events and to support tourist based business needs at the RV Park.
  • The City Manager may choose to involve the Recreation Director in various projects through the City for input, team building, and insight for the greater good of the community.

 

QUALIFICATIONS: The following are minimal qualifications necessary for this job position. Any combination of education and experience which would provide the required knowledge, skills and abilities may be qualifying. A typical way to obtain the required qualifications would be:

 Education:  Any combination of education and experience to a Bachelor’s Degree in program/project development and implementation, recreation, public administration or closely related field.

Experience: Four years of increasingly responsible administrative or supervisory experience, preferably in recreation development, marketing, community outreach or a related field.

License/Certificate:  A California Driver’s License or equivalent, if a resident of another state and a satisfactory driving record are conditions of initial and continued employment. 

KNOWLEDGE/SKILLS/ABILITIES: (The following are a representative sample of the KSA’s necessary to perform the essential duties of the position)

Knowledge of:

  • Principles, practices and techniques of organizational administration, budget and personnel management.
  • Principles, procedures and requirements used in developing and administering a coordinated community service program adapted to the particular needs of the community, including youth and cultural activities.

  • Principles of supervision, training and performance evaluations.
  • City operations, rules, policies and methods.
  • Facilities planning, development and maintenance.
  • Concepts, objectives and requirements of recreation programs.

  • Recent developments, current literature and sources of information related to leisure services planning and administration.
  • Public agency budgetary, contract administration, citywide administrative practices; and general principles of risk management related to the functions of the assigned area.
  • Applicable Federal, State, and local laws, codes, and regulations.
  • Organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures and operation’s needs; principles and practices of municipal government administration.
  • Modern office practices, methods and computer equipment; related software application methods and procedures and computer applications related to the work.

Ability to:

  • Provide administrative and professional leadership and direction for the Department and the City.
  • Develop and implement goals, objectives, policies, procedures, work standards, and internal controls for the department and assigned program areas.

  • Prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner.
  • Plan, organize, direct and coordinate the work of management, supervisory, professional and technical personnel and delegate authority and responsibility.
  • Research, analyze, and evaluate new service delivery methods, procedures and techniques.
  • Effectively administer special projects with contractual agreements and ensure compliance with stipulations, effectively administer a variety of City programs and administrative activities.
  • Work well in a fast-paced, at times hectic environment and meet established deadlines.
  • Generate support and enthusiasm of leaders, participants, groups and agencies in recreation programs.
  • Work cooperatively with other departments, City officials and outside agencies to analyze issues, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Effectively represent the City and the department in meetings with governmental agencies, contracts, vendors, and various businesses, professional, regulatory and legislative organizations.
  • Prepare clear and concise reports, correspondence, policies, procedures and other written materials.
  • Conduct complex research projects, evaluate alternatives, make sound recommendations and prepare effective technical staff reports.
  • Establish and maintain a variety of filing, record-keeping, and tracking systems.
  • Use English effectively to communicate in person, over the telephone and in writing.
  • Use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
