Position Summary
Directs all Information Technology (IT) Infrastructure efforts within the IT division, providing strategic and technical leadership to infrastructure staff to meet the needs of IT and Moda. Manages both tactical and strategic aspects of Moda IT Infrastructure and processes related to all infrastructure engineering activities. Leads staff in planning, implementing, and monitoring a variety of medium- to large-scale enterprise projects. Contributes to technology and systems planning required to maintain company operations. Provides strategic technology direction, system enhancements, and development of standards, implementation, and technology purchases for the enterprise. Serves as a key partner to IT and business stakeholders in determining infrastructure requirements to support data and applications by adopting best practices and evaluating new technologies. This is a full-time hybrid position based in Portland, Oregon. 

Pay Range
$150,752.56 - $203,521.12​​​ annually, DOE.
Actual pay is based on qualifications. Applicants who do not exceed the minimum qualifications will only be eligible for the low end of the pay range.

Required Skills, Experience & Education:

• Bachelor’s degree or equivalent specializing in Information Technology or Business Management.
• 10 years of experience in the IT industry working with major systems and vendors.
• 8 years of IT experience with significant depth in infrastructure management.
• 5-7 years of management/supervisory experience.
• Experience in healthcare, specifically health insurance and general understanding of business functions is preferred.
• Experience leading technology change and organizational change management methodologies.
• Proven project leadership ability and experience in directing technical staff in the development and implementation of complex applications.
• Strong analytical, problem-solving, decision-making, organizational, and detail-orientation skills.
• Results-oriented mindset with the drive to deliver exceptional services.
• Ability to work across business lines at senior levels to influence and effect change to achieve common goals.
• Ability to develop initiatives and drive cultural and behavioral changes across the organization and all levels of the business.
• Maintain confidentiality and project a professional business image.

Primary Functions:

• Ensures overall technical direction for core infrastructure activities. Develops strategic and tactical infrastructure plans and implement IT objectives to ensure infrastructure capabilities align with Moda’s growth and objectives.
• Manages and controls all infrastructure functions to ensure timely and accurate product/service delivery. Prepares schedule of assignments or directs subordinate engineers to ensure work is completed within established timeframe.
• Develops, implements, and enhances operating procedures to improve productivity and ensure staff adherence.
• Develops periodic goals, organizes work, sets short- and long-term priorities, monitors activities, and ensures timely and accurate completion of tasks.
• Evaluates and oversees ongoing operations of computing and information technology functions and recommends enhancements.
• Evaluates new and emerging technologies, directs continuous review of systems and methods, and formulates new and revised strategies for all production environments.
• Examines existing processes and technologies in use, recommending improvements, cost reductions, and enhanced efficiencies.
• Oversees backup and disaster recovery procedures and plans. Acts as a key partner in enabling business continuity plans for Moda’s key applications.
• Anticipates and provides solutions to complex business and operations problems.
• Oversees budget preparation and tracks actual expenditures versus budget.
• Ensures overall quality monitoring of the infrastructure group and offshore team service delivery.
• Manages all on-premises and cloud server infrastructure and performance, adhering to corporate security and governance compliance policies.
• Maintains relationships with managed service providers to ensure operational excellence.
• Partners with stakeholders to develop and implement the standard procedures and policies for Enterprise Technology Services (ETS) infrastructure delivery operations.
• Plans, develops, and maintains the infrastructure hosting budget.
• Oversees procurement of hardware and software related to on-premises and cloud infrastructure.
• Manages software licensing and maintenance contracts with vendors.
• Oversees service fulfillment, problem resolution, and change management of infrastructure delivery.
• Conducts performance reviews and mentors support staff members.
• Participates and supervises the technology overview of the infrastructure (Server/Storage/Backup).
• Manages escalation procedures for the systems engineering group.
• Provides reports to senior management on overall group status.
• Provides coaching, mentoring, and training opportunities to staff members. Develops effective working relationships with clients and all other IT departments.
• Administers performance appraisals, merit increases, and promotions. Manages career development goals, training, and vacation tracking for direct reports.
• Assists the CIO in establishing the technology direction of the department.
• Performs other duties and responsibilities as assigned.

Working Conditions & Contact with Others

• Hybrid work environment requiring some in-office work, with extensive close PC and keyboard work, constant sitting, and frequent phone work. Must be able to navigate multiple screens. Travel to meetings and conferences is required. Work in excess of the standard workweek, including evenings and occasional weekends, to meet business needs.
