POSITION SUMMARY
Serves as lead worker and performs routine functions related to providing various services to veterans, surviving spouses, guardian or any other person whom may have proper claim. Assists clients in filing claims; provides transportation services; assists clients in locating vocational training opportunities.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
· High School diploma or GED; and
· Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
· Must be an honorably discharged veteran of the United States Armed Forces,
· Must complete background check report and provide copy of motor vehicle record upon request.
Licenses and Certifications:
· Valid Colorado Driver’s License
· State Certification as a Veterans Service Officer
ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
Carries out lead worker responsibilities including: training in job skills and assigning and directing work.
Interviews, advises, and assists veterans, surviving spouses, guardians, or any other person who may have proper claim in requesting and/or receiving various services, including: assisting in filing claims for benefits such as insurance, pension, disability compensation, educational benefits, and related services. Provides specific information, explains required forms, visits homebound and/or nursing home veterans and widows to communicate benefits, and makes referrals as needed. Submits appropriate documents to the Department of Veterans Affairs through a service organization such as Colorado Veterans Affairs.
Follows up on claims to ensure claims are processed in a timely and efficient manner.
Coordinates hospital admissions and provides transportation to facilities such as appointments, pharmacies, nursing homes, etc.
Maintains current knowledge of military legislation, regulations, and precedents related to veterans’ benefits.
Maintains contacts in the military and veteran communities to facilitate and improve services offered by the Office of Veterans and Military Affairs.
Maintains client information and provides requested information to the Division of Veterans Affairs.
Maintains transportation records and schedules; issues reports.
Maintains, cleans, and inspects assigned vehicle; checks fluids and parts; maintains vehicle supplies; transports vehicle to shop.
Ensures quality standards and compliance with regulations are maintained.
Manages the preparation of the department budget, including: reviewing expenditure history; planning for future expenditures; reviewing and signing purchase orders; and monitoring expenses.
IMPORTANT JOB FUNCTIONS:
· Reports administrative and/or operational problems to supervisor.
· Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
Applicable state, federal, and local ordinances, laws, rules, and regulations.
Veterans’ benefits.
Strong working knowledge of computer software including Word, Excel, PowerPoint, and Outlook.
First aid and coronary pulmonary resuscitation (CPR).
County geography.
Transportation safety processes and procedures.
Correct English usage, including spelling, grammar, punctuation, and vocabulary.
Internal departmental policies and procedures.
External governmental bodies and agencies related to area of assignment.
Record keeping, report preparation, filing methods, and records management techniques.
SKILL in:
Using tact, discretion, initiative, and independent judgment within established guidelines; maintaining confidentiality.
Organizing, assigning, and leading the work of staff.
Driving a bus/van used to transport clients and operating related equipment.
Reading maps.
Preparing clear and concise reports, correspondence, and other written materials.
Communicating with senior citizens.
Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction.
Applying logical thinking to solve problems or accomplish tasks.
Communicating orally and in writing with internal staff, citizens, and other departmental staff in order to give and receive information in a courteous manner.
MENTAL AND PHYSICAL ABILITIES:
Ability to read and interpret documents such as operation and maintenance instructions, procedure manuals, and so forth.
Ability to understand and carry out written and oral instructions, giving close attention to detail and accuracy.
Ability to establish and maintain effective working relationships with others.
Ability to deal with problems involving several concrete variables in standardized situations.
While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to finger, handle, or feel objects; ascend and descend stairs; reach with hands and arms; speak and hear; bend body downward and forward by bending legs and spine; and push, pull and/or lift 10 to 25 pounds frequently and 26 to 50 pounds occasionally.
