Position : Business Analyst
Location : Albany, NY - Hybrid
Duration : 25 months
Our partner is seeking applicants to occupy the position of Level 3 Business Analyst to join our Team located in Albany, NY. This role is Hybrid (50%) and is a long-term contract, 25 months. The mission of the is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. By leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.
Key Responsibilities :
- Work closely with the Functional Manager of the project to manage the team of Business Analysts, organize project artifacts including assignments and schedules, perform reviews of project artifacts, create ouput work packages for stakeholder review, and schedule and facilitate meetings.
- Conduct requirements analysis of the State systems and document requirements to assist in implementation of IES.
- Initial focus will include participating in analysis of the existing State systems and business processes, executing quality control tasks as related to accuracy of the information and consumability of outputs by IES business partners to inform the To Be system business rules, identifying rules to carry forward into the To Be system and those that will be retired in collaboration with agency business partners working within the guiderails of the project scope.
- Identify and document As Is and To Be system requirements and design using the IES prescribed business analysis methodology, processes, toolkit and tools including but not limited to context diagrams, process flows, use cases, requirements traceability matrix, user interface specifications and mockups.
- Meet with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to elicit requirements. Produce work products that reflect and ensure system planning, design, and delivery are in line with business needs.
- Conduct work product peer reviews and assist in internal review process.
- Understand and adhere to project timelines and priorities.
- Work with blended teams of State and vendor resources.
