Personnel Security

Montech Inc. is actively seeking a Processing Clerk (Adjudication/Transcription) to serve as full-time on-site personnel in support of DOE-ID.
The Idaho Operations Office (DOE-ID) reports to the U.S. Department of Energy (DOE) Office of Nuclear Energy, Science, and Technology and acts as the lead laboratory for nuclear energy research and development. In addition, scientific and technical work is performed in a number of other DOE areas, and for a number of other government agencies. The full complement of capabilities enables DOE-ID to respond to today’s nuclear energy challenges, serve as a multi-program lab with broad competencies in the energy and security sectors, and address the challenges ahead.
Place of Performance / Hours of Operation
The Processing Clerk (Adjudication/Transcription) will provide support in an office setting at the DOE Idaho Operations Office (DOE-ID), located in, Idaho Falls, ID. Regular trips to off-site location required throughout the week.
The Processing Clerk (Adjudication/Transcription) will perform work between the hours of 7:00 AM to 4:30 PM Monday through Friday (except Federal holidays). Personnel may be allowed to work an Alternate Work Schedule (AWS) between the hours of 6:00 AM and 6:00 PM Monday – Friday with approval on a case-by-case basis.
Summary of Responsibilities
The Processing Clerk (Adjudication/Transcription) shall perform the following responsibilities:
- Review and analyze investigative reports for processing, adjudication, and badging of T1 and T2 investigations and PIV’s.
- Identify and evaluate derogatory and mitigating information.
- Prepare written Case Evaluation Sheets (CES) and Letters of Interrogatory (LOI).
- Schedule and confirm Personnel Security Interview (PSI) Status, conduct in-depth PSI Status, and prepare written interview PSI Status.
- Schedule psychiatric evaluation appointments, prepare related correspondence and provide necessary case status and progress reports.
- Provide recommendations appropriate to each case based on its own merit and take necessary actions based on DOE-ID concurrence or non-concurrence with contractor recommendations.
- Coordinate paperwork to initiate investigations and PIV processing.
- Operate and maintain personnel security files, both paper and electronic, in the processing of DOE-ID.
- Responsible for accurate documentation, marking, control, scanning documents for converting personnel security files or other security paper documents into PDF format, filing, protection, storage, retrieval, transcription, and destruction of personnel security records.
- Provide expertise to prepare draft and final correspondence, including forms, letters, and memorandums related to personnel security activities.
- Responsible for clearance investigation processing for initial clearances, reinvestigations, reciprocals, reinstatements, and re-approvals.
- Update and maintain numerous Security Division and Emergency Management Division procedural binder materials.
- Schedule meetings with variety of security levels, which can include teleconferencing participation.
Transcription Tasks
- Proofread and certify correct content in a manner sufficient to meet legal review.
- Provide expertise in verbatim transcription of interviews.
- Prepare verbatim transcriptions from personnel security interviews.
- Track progress on transcripts to monitor status and report.
Clearance / Investigation Tasks
- Review HSPD-12 paperwork for accuracy and submit for investigation (includes denials and appeals).
- Process and complete name changes per “individual reporting requirements.”
- Submit fingerprints and investigations to OPM-DCSA.
- Adjudicate T1 and T2 investigations.
- Finalize T1 and T2 investigations after adjudication.
- Review and write summaries for security incidents.
- Review continuous evaluation reports and refer cases to adjudication.
Badging Tasks
- Process badging requests for Federal Employees and Fed-Contractor Employees.
- Obtain and maintain competency in operating all databases/programs required for all listed tasks.
Qualifications
The Processing Clerk (Adjudication/Transcription) will possess the following minimum education and experience:
- Minimum Education Level: Bachelor’s degree preferred.
- Must possess a minimum of five (5) years of experience (relevant to the scope of work and required responsibilities).
Personnel on Contract
The Processing Clerk (Adjudication/Transcription)is a member of the Montech Inc. contract. Montech will ensure all personnel possess the necessary education, training, qualifications, and experience to accomplish the requirements identified in the Performance Work Statement. Training in support of this position will include:
- Environmental, Safety or Health training.
- Training courses which may require travel.
- Employees may be asked to participate in surveys, audits, and peer reviews on behalf of DOE.
Security
Employment is contingent upon the ability to pass the pre-employment drug test and a background check/security investigation per required level with the U.S. Government (example: Public Trust, Secret, Top Secret, “L,” or “Q” level).
Applicants must be a US Citizen to work in support of Federal agency. The background investigation reviews employment, criminal, financial, and personal history to ensure there are no outstanding violations. Any notification from Government to Montech notifying that the employee has compromised the security requirements will warrant immediate termination from employment.
The Processing Clerk (Adjudication/Transcription) must sign a Conflict of Interest/Non-Disclosure Agreement (COI/NDA) upon hire. The work will be performed in a limited access area and strict control of all personnel security files is required to comply with the Privacy Act of 1974.
