Who We Are Looking For

Department of Housing and Community Affairs’ ( DHCA ) is looking for a Program Manager II candidate to oversee, manage, analyze, and ensure regulatory compliance for the DHCA multifamily affordable housing loan portfolio and other loan programs designed to support common ownership communities and small multifamily properties.

What You'll Be Doing

This position is responsible for administering, managing, analyzing, and enforcing regulatory compliance for all aspects of the Department of Housing and Community Affair’s (DHCA) overall multifamily affordable housing loan portfolio and other loan programs provided to assist common ownership communities and small multifamily properties. The position requires professional loan servicing and financial management for those loans funded with Federal, State, and County resources . The position involves data entry, collection, compiling, analysis, and reporting related to DHCA’s housing loan status and tracking. The position is expected to monitor affordability compliance for thousands of income-restricted housing units and ensure borrowers meet the requirements of their regulatory agreements.

  • Management of the Department’s loan portfolio and financial assistance is a collaborative effort that involves successfully working with a wide range of internal and external stakeholders, including the Office of the County Attorney (OCA), Department of Finance, Office of Management and Budget (OMB), the Housing Opportunities Commission (HOC), as well as loan borrowers, title companies, and property managers.
  • Collaboration with various programs across the Department, including the Grant Management and Finance sections under DHCA’s Finance and Administration Division, Multifamily Team and Affordable Housing Program in the Housing Development Division, the Office of Common Ownership Communities (OCOC) and Neighborhood Revitalization Program in the Community Development Division, and the IT section under the Director’s Office on loan projects that include County and Federal support for affordable housing loans, rental agreements, Payments in Lieu of Taxes (PILOTs), and other financial assistance.
  • This position requires a high level of proficiency in analyzing complex financial data and reports for loan management responsibilities. It involves analyzing annual audited financial statements, particularly for cash flow loans, whose monthly and annual repayments must be accurately documented, monitored , processed, and, if necessary, referred for legal action.
  • Loan management also includes preparing loan modifications, write-offs, estoppel certificates, releases, tracking and confirming payments, and assessing the overall status of the portfolio

Minimum Qualifications

Experience: Thorough five (5) years professional experience in a program/specialization area directly related to financial data, loan management, regulatory compliance and legal procedures .

Education: Graduation from an accredited college or university with a Bachelor's Degree .

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview Preferences

Preference for interviews will be given to applicants with experience in the following:

  • Demonstrated expertise in analyzing complex financial data and reports, particularly in the context of loan management.
  • Proven ability to manage loan portfolios, including the accurate documentation, monitoring, and processing of monthly and annual repayments. Skilled in preparing and executing loan modifications, write-offs, estoppel certificates, and releases.
  • Knowledge of legal procedures and actions related to loan management, including when to refer cases for legal action.
  • Familiarity with compliance standards and regulations pertaining to loan documentation and management. Experience working with government agencies or public sector organizations.
  • Strong analytical skills with the capability to identify discrepancies, assess financial health, and provide actionable insights.
  • Excellent communication skills, both written and verbal, with the ability to convey complex information clearly to diverse audiences.
