What You'll Be Doing
The Housing Code Enforcement Section is responsible for administering Montgomery County Codes Chapter 26, Housing and Building Maintenance Standards, Chapter 48, Solid Waste, Chapter 58, Weeds, and Chapter 54, Article III, Bed and Breakfast and Short–Term Residential Rentals. They investigate complaints, perform legally required inspections, and educate our citizens regarding their rights and responsibilities in the area of property maintenance.
The Program Manager II (Field Supervisor) supervises, mentors, and provides technical assistance to individuals and teams of inspectors in the Housing Code Enforcement Section. The employee distributes work; provides one-on-one and team training for inspectors; conducts and records quality control inspections for both inspectors and projects; reviews completed inspection reports for uniformity of action and compliance with regulations/procedures; and establishes the timeframes within which corrective action is to occur. The employee conducts performance evaluations and provides ongoing guidance to assigned inspectors. Other duties include origination, reviewing, and maintaining inspection/investigative reports and records, overseeing data collection, analyzing information, and preparing reports. The employee reviews programs and procedures for effectiveness and compliance with regulatory standards as well as develops, recommends, and implements modification and revision; and approves issuances of Notices of Violations, Orders, and Citations.
The Program Manager II advises senior managers of significant, potentially controversial code enforcement issues; testifies in court as an expert witness; handles complex issues and laws; conducts field inspections for training purposes to accommodate staff shortage, performs quality control inspection, and investigates complaints involving unusual/sensitive situations. The employee works with a wide range of diverse individuals and groups and must attend meetings/perform assignments outside the office, including evenings and weekends.
Program Manager II positions assigned to the Housing Code Enforcement Section of the Department of Housing and Community Affairs require International Code Council (ICC) certification and recertification at the time of hire.
This position REQUIRES possession of a valid driver's license from applicant's state of residence, and the ability to drive a county vehicle to observe and/or perform inspections.
As a manager/supervisor of unionized employees, this position is responsible for fostering a positive labor relations environment based on mutual trust, respect, and cooperation. The work is split between an office and a field setting, where employees are exposed to physical demands and hazards.
To ensure a positive workplace and to comply with federal, state, and County laws, the incumbent is responsible for completing mandatory supervisory training within the first three to six months or within the specified timeframe.
Minimum Qualifications
Experience: Thorough five (5) years of professional experience in housing code inspection/enforcement, code and/or law enforcement, or a closely related field.
Equivalency: An equivalent combination of education and experience may be substituted
CERTIFICATIONS: This position, within the Housing Code Enforcement Section of the Department of Housing and Community Affairs (DHCA), requires the International Code Council (ICC) Certification in International Property Maintenance and Housing Inspection (IMPC) at the time of appointment. Recertification will be required as determined by ICC Please note, no substitutions will be accepted for this certification requirement.
LICENSE: This position requires the possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant's state of residence.
Preferred Criteria, Interview Preferences
- Experience in interpreting and explaining laws, codes, regulations, and policies applicable to housing code enforcement, both orally and in writing.
- Experience in team leadership and staff development.
- Experience in inspection and enforcement methods, and techniques in resolving related issues and problems.
- Experience in preparing and maintaining a variety of records and reports, including skills with databases and current technology.
- Experience in providing training to and/or supervising staff in inspection and enforcement activities.
- Experience in collaborating with other enforcement agencies and staff.
- Experience communicating, both orally and verbally, with government agencies, contractors, citizen groups, vendors, customers, and various stakeholders. Communications include, but not limited to, presentations, briefings, reports, compliance/enforcement letters, and emails.

Salary : $81,122 - $123,793
