WHO WE ARE LOOKING FOR

The Office of Eligibility Support Services (OESS) is currently recruiting for an enthusiastic professional to serve in the Government Assistance Eligibility Specialist (GAES III) position and help us achieve our mission. What You'll Be Doing

The position creates presentations and conducts training regarding Maryland Modified Adjusted Gross Income (MAGI)Medicaid and County Health Programs for OESS staff and community partners.

  • The incumbent schedules and facilitates outreach presentations at locations outside of the office, during and outside core business hours.
  • The Government Assistance Eligibility Specialist (GAES) III acts as a technical expert for Maryland MAGI Medicaid and County Health Programs, interfacing with the Maryland Department of Health as well as interpreting eligibility laws, rules and procedures to improve and guide best case management practices, and techniques: making recommendations for standard operating procedures and representing the department at administrative appeal hearings.
  • The incumbent completes first level reviews on actions taken by case managers and secondary level reviews on actions taken by lead workers and supervisors within the Health Care Eligibility units to ensure that Pregnant Women and Children (PWC) grant application processing and performance standards are met.
  • The GAES III acts a customer service liaison interfacing with internal and external customers to resolve case inquiries timely while providing quality customer service and completes special and complex cases as the need arises.
  • The incumbent assists the Health Care Eligibility units during staff vacancies and attends stakeholder meetings at various county and state offices.
  • The GAES III assists with the development of the PWC grant monthly report. The incumbent may be stationed at The Health Insurance Section office or at one of the Health Care Eligibility Offices in order to assist staff with eligibility decisions, provide technical training and address customer service requests.
  • Duties may change based on operational need.

Minimum Qualifications

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Experience: Two (2) years of experience as a journey level specialist in determining eligibility or two (2) years of equivalent work experience.

Equivalency: An equivalent combination of education and experience may be substituted

Preferred Criteria, Interview Preferences

We will use interview preference criteria:


  • Minimum of two (2) years of experience determining eligibility for Maryland Medicaid, Family Investment Program and County Health programs.
  • Minimum of two (2) years of experience applying Federal, State, County and COMAR regulations pertaining to eligibility of multiple financial and/or medical assistance programs.
  • Expert knowledge of automated eligibility systems and databases directly related to public assistance programs
  • Experience providing and conducting technical training, professional development, and outreach presentations.
  • High knowledge related to the use of Microsoft Office (Word, Outlook, Excel, PowerPoint)
  • Ability to work with culturally and linguistically diverse population and provide results-driven by customer service
