About the Position
WHO WE ARE LOOKING FOR
This position will perform complex and technical engineering construction contracts and procurement activities in addition to assisting with performing general professional work in support of Montgomery County Department of Transportation, Division of Transportation Engineering. This position requires some broad knowledge of all functions of County government, particularly procurement and public contracting, as well as accounting controls and contract monitoring and administration, and the ability to provide support to CIP project managers and protocols and serves as a point of contact for contractual and solicitation issues for designated CIP projects. This position will provide confidential personnel management and support for the Division of Transportation Engineering and liaison with the office of Human resources in order to administer personnel matters including recruitment, employee development, classification studies, position creations, promotions, disciplinary action and other HR matters as needed.
What You'll Be Doing
This position duties include but are not limited to:
- Employee will provide sole personnel management and support for the Division of Transportation Engineering.
- Employee administers and handles all personnel-related work
- Duties include, but are not limited to, entering all personnel transactions into Oracle HR system
- Preparing advertisements for vacant positions; handling EEO and other sensitive issues
- Employee will prepare monthly and quarterly reports for the Director’s Office and review all personnel documents to be signed by the Director.
- Employee will provide advice, information and counsel to managers and supervisors.
- Assist in coordinating the development of contractual agreements with providers/organizations selected as the result of solicitation, County Council action and other funding implements in collaboration with designated Project Managers/Engineers
- Oversee administration of program area contracts, this includes fiscal monitoring and compliance with county contract and procurement regulations
- Assist Project Managers/Engineers draft contract documents such as RFPs, IFBs, bridge contracts, public entity contracts, amendments and memos to procurement.
- Support Personnel management with insurance compliance of contracts
- Serve as a liaison with other departments/agencies/contractors/consultants
- Contract management, monitoring and administration
- Program Management, prepare reports, reconcile financial data, track and process invoices and program expenditures.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
Minimum Qualifications
- Graduation from an accredited college or university with a bachelor's degree.
- Three (3) years of professional administrative experience related to the needs of the department/agency to which the position is assigned (e.g., human resources, purchasing, contracts, work project control, personnel administration, research and development, or other related areas).
- Education for Experience: Additional education will substitute for the required experience on a year-for-year basis.
- Experience for Education: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.
Preferred Criteria, Interview Preferences
- YOU MUST BE A MCG DEPARTMENT OF TRANSPORTATION EMPLOYEE.
- Experience processing personnel actions in a computerized personnel system application.
- Experience in working with staff of diverse technical and managerial backgrounds to develop and facilitate documents.
- Experience with spreadsheets (Excel) for the purpose of providing management reports
- Experience and knowledge of the Montgomery County rules and regulations of procurement and handling financial processes including Oracle Financial Systems.
- Experience in planning, organizing, and prioritizing responsibilities.
- Experience in the use of personal computer operating systems and applications such as Microsoft Office Suite.
- Experience with collaborative software products that utilize digital signatures, such as Sharepoint, Seamless Docs, Adobe Sign, and DocuSign.

Salary : $74,507 - $110,439
