General Services is looking for a Management and Budget Specialist (Download PDF reader)III (Download PDF reader).

This position is responsible for providing administrative, fiscal, technical, analytical and management support and expertise to one or more divisions in the Department of General Services (DGS). Employee is responsible for establishing fiscal control of expenditures by reviewing and authorizing operating purchases and payment; evaluating expenditures and encumbrances; and completing fiscal transactions for budget compliance.

What You'll Be Doing

Develop and prepare operating budgets for one or more divisions within the Department of General Services (DGS), ensuring alignment with strategic goals and, if available, grant funding.

  • Develops and prepares the operating budget for one or more divisions of the Department of General Services.
  • Monitors the budget versus actual expenditures and provide explanation of variance. This requires coordination with program managers about status of operating programs and reasons for various budget requests.
  • Prepares budget projections and Funding Parameter and quarterly analyses and updating BASIS.
  • Prepares analyses of financial statements and reports and makes recommendations resulting from the analyses.
  • Evaluates encumbrances and expenditures and initiate procurement exemption requests.
  • Coordinates year-end closing, reconciliation of accounts and liquidations.
  • Coordinates with the Office of Management and Budget analyst on budget issues.
  • Reviews and approves payments of invoices, iExpense and requisitions.
  • Prepares journal entries, webADI, chargeback adjustments and supplementals.
  • Coordinates and processes grants and reimbursements.
  • Drafts supplemental documents and transfer memos related to operating budget.
  • Conducts research on special projects – including the analysis of complex data – and may provide advice on the planning/coordination of information technology resources needed to support the financial operations of the department.
  • Analyzes assigned accounts on periodic basis in preparation of year-end closing.
  • Oversees the maintenance of numerous fund/sub-fund accounts. Prepares bills; analyzes and reconciles accounts
  • Monitor and report on the budget performance by comparing actual expenditures against budgeted amounts and providing analytical explanations for variances. This process necessitates collaboration with area section chiefs within DGS to discuss the status of operational programs and understand the rationale behind various budgetary requests, including grant allocations.
  • Oversee encumbrances and initiate procurement exemption requests as needed, ensuring compliance with funding requirements and procurement policies

Minimum Qualifications




Experience: Three (3) years of professional experience reviewing, analyzing and monitoring operating and/or capital budgets, including analysis of and reporting on management and programmatic issues having budgetary implications.

Education:
Graduation from an accredited college or university with a bachelor’s degree.

Equivalency:
An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview Preferences




  • Experience coordinating with program managers and program staff about status of operating programs and reasons for various budget requests, analyzing and reports on management and programmatic issues having budgetary implications, providing key fiscal information to program/service/operations
  • Experience reviewing requests to reprogram funds or making recommendations to reprogram funds.
  • Experience performing special budgetary and financial analyses to include use of mathematical and statistical models
  • Experience reconciling budget expenditures and closes out (or leads close out of) budget(s)
    • Experience preparing initial budget year estimates; examining past and current year budgets (line item by line item) in detail and identifying changes or trends of various types impacting expenses and revenue for future years such as changes in contracts, grants, professional services, commodities, travel and equipment.
