About the Position

The Salary Range for this position is $58,152 - $86,597.

WHO WE ARE

The Department of Correction and Rehabilitation is recruiting for a The Records section of DOCR operates 24 hours / 7days weekly providing administrative services to multiple public safety stakeholders, including judicial officers, court personnel, law enforcement agencies, offenders and their families, and the public. The responsibilities consist of numerous tasks which involve processing and ensuring the accurate maintenance of incarcerated individuals criminal records for over 12,000 annual intakes and calculating over 2,500 new Sentenced Diminution of Confinement Records annually to calculate incarcerated individuals release dates. The CRC must ensure the legal confinement and releases of all offenders. The CRC interacts daily with various court personnel and numerous law enforcement and corrections agencies in the performance of their duties.

The Eligible List created from this recruitment will be used to fill current and future vacancies.

WHO WE ARE LOOKING FOR

The Records section is a fast-paced working environment with requirements for quality customer service skills and high attention to detail. These responsibilities involve extremely complex and redundant processes necessary to ensure proper commitment and release of offenders. The Correctional Records Coordinator uses several databases and operational systems in performance of daily duties. The person in this position must exercise sound judgement and possess great attention to detail. The individual selected for this position will be considered an "Essential Employee". Essential employees must report to work during periods of general emergency or liberal leave.

Preferred candidate has experience as a records clerk, legal secretary, court clerk or reporter, working in a Correctional facility, working in a government office or agency.

What You'll Be Doing

  • Interpreting court commitments to ensure the lawful confinement of individuals received in the Detention Center.
  • Authorizing the release of incarcerated individuals according to appropriate laws and policies.
  • Interpreting the Annotated Code of MD Criminal Laws (federal, state, and local court laws), COMAR Regulations, Justice Reinvestment Act (JRA)and documents pertaining to the lawful confinement, releases, sentences, and expungement records of incarcerated individuals.
  • Calculating diminution of confinement records for sentenced individuals.
  • Processing expungement court orders of offender's criminal histories.
  • Maintaining offenders' case files containing classification data, inmate conduct, confidential information, legal documents, etc.
  • Maintaining inmate population movements and managing the accountability of incarcerated individuals' daily counts between the three DOCR correctional facilities, the judicial courts, Montgomery County Sheriff, Montgomery County Police, and other law enforcement agencies that must retain incarcerated individuals who are committed to the custody of DOCR.
  • Providing daily customer service to departmental staff and the public by responding to requests for information.
  • Prioritizing and handling multiple tasks in a fast-paced environment.
  • Conducting research and analysis of offender's criminal histories.
  • Maintaining relevant documents.
  • Entering and retrieving data into various criminal justice databases to include : Criminal Justice Case Management System (CJCMS), Correction and Rehabilitation Information Management System (CRIMS), Jail Management System (JMS), and the Victim Information & Notification Everyday (VINE) System; and
  • Using various automated systems and software programs (IJIS, METERS, JIS, NCIC, Excel, Microsoft Word, etc.) to formulate reports.

Minimum Qualifications

Experience : Two (2) years of experience in community based correctional services or public service, such as law enforcement or related fields that deal with a variety of offenders, one (1) year of which must have been in records management, including files / records reference, retrieval, and maintenance.

Education : Graduation from high school or High School Certificate of completion recognized in the State of Maryland.

  • Experience in operating computer terminals and using various law enforcement computer systems, including NCIC, METERS, IJIS, JIS and E-Justice, to enter and analyze criminal justice data.
  • Experience communicating clearly, tactfully and effectively with judges, other criminal justice stakeholders, and the public, providing quality customer service.
  • Experience handling and maintaining criminal records and / or confidential records and dealing with sensitive or difficult situations that require discretion and confidentiality.
  • Experience multitasking, adjusting to situations quickly, setting priorities, and handling pressure in a fast-paced environment; experience working within time constraints, meeting fixed deadlines, using good organizational skills.
