SUMMARY

This is professional work of an advanced, administrative nature as assistant to the HHS - Office of Drug & Alcohol Administrator. This individual works independently, with minimal supervision. This person has oversight and responsibility for fiscal and programmatic functions and monitoring of contract and licensure standards. Oversight and monitoring responsibility for aservicesystemthatencompasses40 plus contractors with a combined budget of 9 million dollars.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversight of Prevention, Intervention, Treatment, and Recovery Supportive Services;
  • Oversight of the collection, analyses and monitoring provider level plans and process to review and track their individual Continuous Quality Improvement (CQI) progress;
  • Provides Technical Assistance and consultation as needed and facilitate provider level workgroups quarterly;
  • Attend State Overdose Coalition and other identified state meetings representing the SCA;
  • Coordinates Provider CQI efforts and initiatives across related county departments when appropriate;
  • Collaboration with the Performance and Planning Administrator (P&P) in the development of policies and procedures that align with DDAP SCA manuals, as well as assist with selecting quality improvement (QI) performance indicators and initiatives;
  • Support P&P with monitoring internal performance against projections, develops corrective action plans with related staff and monitors impact of corrective actions;
  • Produces formal Dynamic system reports, manage, and updates on progress and actions taken at least quarterly to provide analysis of both fiscal and programmatic issues to inform the fiscal and programmatic decision-making process including contract adjustments as needed;
  • Support program coordinators with managing and maintain WITS client information databases for treatment services managed the SCA;
  • Oversight of program staffs' assessment and coordination of the provider training activities, acts as liaison with professional and non-professional groups to share drug and alcohol information and collaboratively develop community models for service;
  • Acts as liaison between DDAP, the County, and providers;
  • Represents the department as needed on various community and intra / inter departmental committees and work groups including matters related to Managed Care Solutions / Health Choices;
  • Assist finance department with gathering statistical and fiscal reports are prepared monthly by compiling data submitted by Providers. These reports are reviewed and analyzed by the D&A Administrator, the D&A Planning Council and provider agencies;
  • Analyze trends, emerging industry standards, legislative issues, best practices, Current practices and its effectiveness / outcomes, etc. to inform new service approaches, system revisions, RFP development and selection of successful bidders, analysis of budgets and rate negotiations, etc.;
  • Proficient with grant writing in order to enhance funding for the county D&A Programs.
  • Proficient with Microsoft Office;
  • Supervise program staff and provide trainings to support professional development;
  • Other duties as delegated.

QUALIFICATION REQUIREMENTS

  • A Master's Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing / health administration, nursing / counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and / or program planning in a human service agency, including one (1) year supervising human service professionals; or
  • A Bachelor's Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing / health administration, nursing / counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and four (4) years of professional experience providing direct service and / or program planning in a human service agency, including one (2) year supervising human service professionals; or

    An Associate's Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing / health administration, nursing / counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and six (6) years of professional experience providing direct service and / or program planning in a human service agency, including one (3) year supervising human service professionals.

  • This position is subject to mandates requiring Child Abuse, Criminal History Clearances for employment;
  • Pennsylvania residency is not a requirement for this position;
  • Promotions are based on meritorious service and seniority. Meritorious service is defined as the absence of any discipline during the 12 months preceding the closing date of this posting, and the last regular or probationary evaluation is higher than fair. Seniority is defined as a minimum of 6 months of service in the next lower class as of the closing date of the posting;
  • Promotion is not subject to provisions of a collective bargaining agreement.
