What are the responsibilities and job description for the Merit System Analyst position at Montgomery County Pennsylvania?
SUMMARY
The Merit System Analyst coordinates merit hire processes among the merit system offices including Children & Youth, Aging Services, Mental Health, Developmental Disabilities, Early Intervention, Drug & Alcohol and HHS as a whole, to include the administrative functions of coordinating applications, determining and documenting outcomes, and sending correspondence. Responsible for coordinating human resource functions for Early Learning Resource Center, Housing and Community Development and Veterans Services. The Merit System Analyst is responsible for special projects assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Maintains confidential personnel records consistent with Merit System requirements and regulative requirements, updating as needed for compliance with internal and Department of Human Services site inspections
- Coordinates employee applications, determines and documents outcomes related to applicant interview status, and sends correspondence in accordance with the Merit System requirements.
- Coordinates human resource functions for Early Learning Resource Center, Housing and Community Development and Veterans Services and assists other Health and Human Services offices as needed.
- Responsible for data management in Dynamics, the Health and Human Services automated file management system, Neo Gov, Montgomery County's application platform, and SharePoint, the County's document management system.
- Responsible for training or coaching staff on interview form, questions and techniques as needed.
- Assists with a variety of day-to-day assignments and responsibilities including meetings arrangements, appointments, correspondence and compilation of data.
- Contributes to positive office environment by conducting self in a businesslike, confidential manner, positively representing Health and Human Services and the County at all times, providing a high level of organizational support in responsiveness to public, applicant, outside agency and professional office requests and inquiries.
- Works to assure Merit System compliance and completeness.
- Completes and assists with special projects as needed.
- Other duties as assigned.
