TITLE Deputy Assessor GRADE 10

GENERAL STATEMENT OF DUTIES:
To plan, organize, direct and review the activities of the County Assessor's Office. Responsible for
all Commercial and Industrial property inspections, valuation, appeals and tracking in Morgan
County. To act in the Assessor's behalf in his/her absence. Assessor is direct supervisor.% field work and 40% office.
ESSENTIAL JOB FUNCTIONS:
Assist in the development and implementation of goals, objectives, policies and priorities for the
Assessor's Office.
Plan, direct, supervise and coordinate the work of a staff involved in a variety of assessment
related activities including appraisal of commercial, residential, rural, farm, real and personal
property, office operations and record keeping, and cartographic services.
Review the work of appraisers for uniformity and conformance with assessment standards;
evaluate and adjust assessed values and defend appraisal findings to the general public and
hearing boards as necessary.
Research, collect and interpret data and information.
Supervise and direct the office operation and record keeping functions of the Assessor's Office
including reception and public service, subdivision map maintenance, computer input and
micrographic functions.
Participate in the formulation of Assessor's Office policies and interpret policies to staff.
Perform the most complex appraisals of commercial, real and personal property.
Assist in the preparation and administration of a budget.
Represent the Assessor's Office at meetings and conferences and before the Board of County
Commissioners and act for the Assessor as required.
Coordinate assessment activities with other County departments and divisions and with outside
agencies and taxing authorities.
Select, train, supervise and evaluate assigned staff.
Perform related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of philosophy and principles of property appraisals for tax assessment purposes.
Knowledge of Colorado revenue and taxation laws and tax appraisal procedures and standards.
Knowledge of laws, regulations and court decisions affecting the appraisal of land, buildings,
structures and personal property.
Knowledge of economic, environmental and related factors involved in valuation of properties.
Knowledge of organization, procedures and responsibilities of the County Assessor's Office.
Knowledge of modern office methods and practices.
Knowledge of principles of personnel selection, supervision, training and evaluation.
Ability to communicate effectively, both orally and in writing.
Ability to assist in planning, organizing and directing the work appraisal personnel; develop and
administer sound departmental policy.
Ability to plan and direct training programs for clerical and technical personnel.
Ability to analyze and evaluate cartographic methods and procedures including computer
hardware and software applications.
Ability to analyze, evaluate and modify appraisal methods and standards.
Ability to assemble, analyze and summarize information relating to appraisal for tax assessment
purposes.
Ability to explain appraisal and assessment methods and determinations; perform highly
complex appraisals.
Ability to establish and maintain cooperative relationships with those contacted in the course
of work.
EXPERIENCE:
Any combination of experience and training that would likely provide the required knowledge and
abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Seven years of
experience performing increasingly responsible work for tax assessment purposes, two years of
which were in supervisor capacity plus three years in Commercial/Industrial valuation the Assessor's
office.
LICENSE OR CERTIFICATE:
Possession of a Colorado Certified Appraisal License.
WORK ENVIRONMENT:
Work is generally confined to a standard office environment.

VISION - Individual must be able to read handwritten or printed material, and read from a
computer monitor.
HEARING - Individual must possess average hearing ability. The noise level in the work
environment is usually moderate.
LIFTING - Must be able to lift, carry, push or pull a minimum of 25 pounds.
MOBILITY - Spends 40% of the time sitting, 40% standing, and 20% walking while operating
in the office. Occasionally* stoops, kneels, balances, reaches, crawls, and crouches while
performing manual office duties.
DEXTERITY - Frequent* use of eye, hand, and finger coordination enabling the use of
automated office machinery.
COMMUNICATION - Individual must be able to clearly understand the English language and
be understood while speaking the English language.
DRIVING - Individual must be able to operate a motor vehicle.

- Frequently : Activity exists between 1/3 and 2/3 of the time.
