MORGAN COUNTY POSITION DESCRIPTION
TITLE: Deputy Assessor GRADE: 17

GENERAL STATEMENT OF DUTIES:
To plan, organize, direct and review the activities and personnel of the County Assessor’s
Office. To act in Assessor’s behalf in his/her absence. 40% field work and 60% office.
SUPERVISON RECEIVED:
Works under the direction of the County Assessor.
ESSENTIAL JOB FUNCTIONS:

Assist in the development and implementation of goals, objectives, policies, and
priorities for the Assessor’s Office.
Plan, direct, supervise, and coordinate the work of staff involved in a variety of
assessment related activities including appraisal activities, office operations, Computer
Assisted Mass Appraisal “CAMA” system, data record keeping, and GIS services.
Review the work of all staff for uniformity and conformance with assessment standards;
evaluate and oversee the “CAMA” system adjustments needed to accurately and timely
produce and report values.
Research, collect, and interpret data and information. Communicate and transmit data
as required by the Division of Property Taxation for the regulator, auditor and tax
authorities.
Supervise and direct the office operation and record keeping functions of the Assessor’s
Office including reception and public service, subdivision map maintenance, “CAMA”
input, and GIS functions.
Participate in the formulation of Assessor’s Office policies and interpret policies to staff.
Represent the Assessor’s Office at meetings and conferences and before the Board of
County Commissioners and act for the Assessor as required in the Assessor’s absence.
Coordinate assessment activities with other County departments and divisions and with
outside agencies and taxing authorities.
Select, train, supervise and evaluate assigned staff.
Supervises plot boundaries of special assessment districts on assessment maps and
make tax code number changes.
Work directly with software development company in correcting database system errors
in programming.
Assist in staff performance studies for the Assessor.
Perform related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of philosophy and principles of property appraisals for tax assessment
purposes.
Knowledge of Colorado revenue and taxation laws and tax appraisal procedures and
standards.
Knowledge of laws, regulations, and court decisions affecting the appraisal of land,
buildings, structures, and personal property.
Knowledge of economic, environmental, and related factors involved in valuation of
properties.
Knowledge of organization, procedures, and responsibilities of the County Assessor’s
Office.
Knowledge of modern office methods and practices.
Knowledge of principles of personnel selection, supervision, training, and evaluation.
Ability to communicate effectively, both orally and in writing.
Ability to assist in planning, organizing and directing the work of all personnel; develop
and administer sound departmental policy.
Ability to plan and direct training programs for all personnel.
Ability to analyze and evaluate cartographic methods and procedures including
computer hardware and software applications.
Ability to analyze, evaluate, and modify appraisal methods and standards.
Ability to assemble, analyze, and summarize information relating to appraisal for tax
assessment.
Ability to explain assessment methods and determinations.
Ability to establish and maintain cooperative relationships with those contacted in the
course of work.
Ability to select, supervise, train, and evaluate assigned staff.
EXPERIENCE:
Any combination of experience and training that would likely provide the required knowledge
and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Seven
years of experience performing increasingly responsible work.
LICENSE OR CERTIFICATE:
Possession of a Colorado Ad-Valorem Appraisal License is a minimum requirement.
WORK ENVIRONMENT:
Work is generally confined to a standard office environment.
PHYSICAL DEMANDS:

VISION – Individual must be able to read handwritten or printed material, and read from
a computer monitor.
HEARING – Individual must possess average hearing ability. The noise level in the
work environment is usually moderate.
LIFTING – Must be able to lift, carry, push, or pull a minimum of 25 pounds.
MOBILITY – Spends 40% of the time sitting, 40% standing, and 20% walking while
operating in the office. *Occasionally stoops, kneels, balances, reaches, crawls, and
crouches while performing manual office duties.
DEXTERITY - *Frequent use of eye, hand, and finger coordination enabling the use of
automated office machinery.
COMMUNICIATON – Individual must be able to clearly understand the English
language and be understood while speaking the English language.
DRIVING – Individual must be able to operate a motor vehicle.

- Frequently: Activity exists between 1/3 and 2/3 of the time.
- Constantly: Activity exists more than 2/3 of the time.
