GENERAL STATEMENT OF DUTIES:
Performs a variety of duties including gatekeeping, controls access of unauthorized persons, enforcement
of Morgan County’s written Solid Waste Acceptance Policy, works directly with the public, performs waste
screening and inspection of loads to prevent hazardous wastes from entering the facility, operates scale
and automated weighing system. Performs computer entry, cashiering and receptionist duties.
Reconciles cash and prepares deposits. Prepares monthly billing, various reports, files, scanning and
maintaining records. Uses various computer programs. Promotes recycling and appropriate waste
disposal.
ESSENTIAL JOB FUNCTIONS:

Greeting of customers and answers telephone calls in an appropriate manner.
Screening/Inspecting/Documenting inspections of incoming waste for content.
Directing customers to appropriate areas for unloading.
Enforcing written County Solid Waste Acceptance Policy.
Ability to adapt to a rapidly changing work environment.
Open facility on scheduled days at scheduled time and maintaining an excellent record of attendance
and punctuality.
Obtain accurate information for setting up customer and truck files in computer system, verifying
residency and waste origin.
Accurate weighing of loads through computer or accurately measuring if scale is not operational.
Accurately calculating and collecting fees.
Preparing complete and accurate records of daily transactions.
Reconciles cash, prepares daily deposit, prepares monthly billing and various reports, forms and
files.
Work according to operations schedule including holidays and weekends.
Promoting recycling and waste management at the landfill and at designated functions and
prepares educational materials
Monitors and orders supplies.
Maintain radio and telephone contact with equipment operators and other county personnel.
Provides accurate information verbally and in writing.
Communicates daily activities and problems with supervisor.
Monitors functioning of office equipment, providing cleaning and maintenance on a regular
basis, to ensure equipment is maintained in good operating condition.
Daily and weekly cleaning and maintenance as necessary.
Receive ongoing training as needed.
Performs other duties as assigned.
SUPERVISION RECEIVED:
Reports directly to the Environmental and Solid Waste Department Director and to the Board of
County Commissioners.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Hazardous Waste and recognition of potentially hazardous materials.
Ability and knowledge of accounting, cashiering, and balancing.
Ability to maintain accurate and neat records.
Ability to use a 10 key adding machine, to calculate tickets and collect fees accurately.
Ability to work alone or without direct supervision.
Ability to deal with situations of high stress, including difficult customers, equipment
problems, power outages and interruptions.
Ability to learn new tasks quickly and thoroughly.
Ability to learn and follow safety guidelines, rules, regulations, policies, procedures and any
Laws regarding operations of a municipal solid waste operation.
Ability to operate scale and computer to obtain accurate weights.
Ability to communicate effectively and work cooperatively with coworkers, supervisors and
the general public at all times, both written and verbally.
Knowledge and ability to use a variety of computer programs including Auto-Scale Weighing
System, Excel, and Word.
Ability to maintain an excellent record of attendance and punctuality.
Ability to climb steps and trucks to inspect loads.
Ability to drive pickup.
Must complete Emergency Management Institutes NIMS Courses IS-700 & IS-100 within months of hire.
QUALIFICATIONS AND REQUIREMENTS
High school diploma or equivalent or currently enrolled.
Valid Colorado driver’s license and transportation.
Ability to work independently.
Cashiering and accounting experience.
Ability to calculate fees and give change quickly and accurately.
Ability to communicate and get along well with people.
Ability to read, speak and understand English well.
Experience in use of computer programs, such as Word and Excel.
DESIRABLE QUALIFICATIONS:
Experience and/or training related to handling or identifying hazardous materials, and in use
and/or identification of pesticides.
Knowledge and/or experience in recycling.
Experience in operations of scales.
PHYSICAL DEMANDS:
The following are some of the physical demands commonly associated with this position.
VISION – Specific vision abilities required by this job include close vision distance vision,
peripheral vision, depth perception and the ability to adjust focus. Change in vision is
constant.
HEARING - Individual must possess average hearing ability. The noise level in the work
environment is usually moderate.
LIFTING – Must regularly be able to lift, carry, push or pull 25 pounds. Occasionally* must
lift and/or move more than 50 pounds.
MOBILITY – Spends 40% of the time sitting, 30% standing, and 30% walking while operating
gate, office, and inspection of loads. Occasionally* stoops, kneels, balances, reaches,
climbs, crawls, and crouches while performing manual office duties and checking loads.
DEXTERITY – Frequent* use of eye, hand, and finger coordination enabling the use of
automated office machinery. Occasionally* ability to climb on trucks and climb steps to
inspect loads.
COMMUNICATION - Individual must be able to clearly understand the English language and
be understood while speaking the English language.
DRIVING - Individual must be able to operate a motor vehicle.
WORK ENVIRONMENT – Frequently* works in an office environment. Occasionally* works
outside during various weather conditions.
