SUMMARY OF MAIN RESPONSIBILITIES AND DUTIES
Bilingual Payroll Specialist is responsible for managing all aspects of payroll processing while ensuring compliance with company policies, legal requirements, and government regulations. This role plays a key part in certified payroll reporting, OCIP (Owner Controlled Insurance Program) management, and employee timesheet collection and data entry. The specialist will ensure accurate payroll reporting, manage OCIP compliance, and oversee timesheet processing with precision. Proficiency in both Mandarin and English is essential for effective communication across a diverse workforce.
SPECIFIC RESPONSIBILITIES AND DUTIES
Certified Payroll & Compliance
Prepare and submit weekly certified payroll reports in compliance with the Davis-Bacon Act.
Track wage rates, work classifications, and prevailing wages to ensure compliance.
Upload and verify weekly certified payroll reports in PointsNorth, maintaining accurate and up-to-date documentation.
Stay current on federal, state, and local payroll regulations to ensure compliance.
OCIP Management
Ensure compliance with the Owner Controlled Insurance Program (OCIP) as it relates to payroll and reporting.
Coordinate with the insurance provider to manage employee data for inclusion in OCIP reporting.
Maintain accurate records and documentation for audits related to OCIP.
Timesheet Collection & Review
Collect and review employee timesheets on a weekly basis to ensure accuracy and compliance with company policies.
Verify hours worked, breaks, overtime, and other time-related discrepancies.
Work closely with supervisors and department managers to resolve timesheet issues promptly.
Payroll Data Entry
Accurately enter timesheet data into the payroll system for processing.
Ensure proper deductions, tax calculations, and other payroll-related entries are correctly processed.
Maintain confidentiality and integrity of payroll data.
Payroll Compliance & Reporting
Ensure compliance with federal, state, and local payroll regulations and tax laws.
Generate and distribute payroll reports, including tax filings, deductions, and wage statements.
Address any payroll discrepancies, employee inquiries, and other related issues promptly.
Requirements :
REQUIRED SKILLS AND QUALIFICATIONS
1-3 years of proven experience as a Payroll Specialist or in a similar role.
Associate's Degree required.
Strong attention to detail and accuracy in payroll processing.
Excellent organizational and time-management skills, with the ability to meet strict deadlines.
Proficiency in Microsoft Excel and payroll software.
Fluency in Mandarin and English (both written and verbal).
PREFERRED QUALIFICATIONS
Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
3-5 years of payroll experience, with expertise in certified payroll processing.
In-depth knowledge of the Davis-Bacon Act and other federal labor laws.
Experience with PointsNorth or similar payroll reporting platforms.
Familiarity with Owner Controlled Insurance Program (OCIP) and its integration into payroll processes.
