Planner Trainee

The County of Morris is seeking a qualified candidate with understanding and experience in planning and GIS to work in the Office of Planning and Preservation.

Essential Functions and Responsibilities

Responsibilities include, but are not limited to:

· Assistance in administration in the Morris County Preservation Trust Fund (Open Space, Farmland, Historic and Flood Mitigation Programs)

· GIS mapping and data analysis and collection for Preservation Trust Fund and Planning Programs

· Assistance in the development of Planning Studies

· Knowledge of traditional land use as well as environmental and preservation planning issues a plus

· Ability to do occasional field work/site visits necessary to support various planning initiatives and programs.

Requirements:

· Strong ArcGIS (Pro, Map or Online) skills, including but not limited to presentation map creation, maps for field work and programs, data maintenance and analytic maps.

· Mapping and GIS support for the various office programs.

· Analytical and problem-solving skills

· The ability to work independently and with a team under minor supervision

· Proficiency in Microsoft Office Suite and ability to work in a cloud and local network environment

Qualifications:

· Graduation from an accredited college or university with a Bachelor’s degree including or supplemented by 21 semester hour credits in professional planning subjects such as the principles of land use planning, history of city planning, planning project design, planning law, sustainability, and administration.

· One (1) year of professional experience in municipal, county, regional, or state planning.

o NOTE: Possession of a current and valid license as a Professional Planner in New Jersey issued by the New Jersey Board of Professional Planners may be substituted for the education requirement.

o NOTE: Possession of a Master’s degree in Planning from an accredited college or university may be substituted for one (1) year of indicated experience. Appointees will be required to possess a driver’s license valid in New Jersey.

Preferred but not required:

· Two (2) years of experience

· Knowledge of County Planning

Advancement:

Appointees who successfully complete the twelve-month training period will be eligible for advancement to the title of Assistant Planner, in either State or Local government, under Civil Service Commission procedures. The inability of an employee in this title to attain a level of performance warranting advancement to one of the titles listed above shall be considered as cause for separation.
