Job Title:  PRS Case Manager, Home Study & Post Release Services      
Department/Program: ORR    
Reports to: Program Director or Case Management Supervisor    
Work location: remote office / travel required to sponsor homes (Federal Way)
FLSA status: (non-exempt/hourly)    
Salary:  $28.52/ hr. - $29.67/ hr.

Position/Job Summary:
The PRS Case Manager is responsible for conducting in-person home visits, assesses the needs of each assigned child and make referrals services for unaccompanied immigrant children released from federal custody. The Case Manager completes extensive paperwork required by the contract, conducts screenings and assessments, and works with all external partners involved, including government agencies. The Case Manager will need to travel frequently by vehicle or airplane to visit clients' homes.      
    
Position/Job Duties and Responsibilities:  
  • Conduct home visits and phone contacts with the dual purpose of assessing safety and appropriateness of child’s placement with the UC’s sponsor, and connecting UC to services in the community to address risk factors.
  • Perform ongoing case management with a focus on screening and making appropriate referrals to address child’s needs in the following domains: placement issues, safety issues, education, health, mental health, legal/immigration proceedings, substance abuse, independent living, juvenile/criminal justice and child enrichment activities.
  • Provide crisis intervention services directly, as needed, or connect family to services to ensure minor’s safety and well-being in a crisis situation.
  • Submit detailed and thorough documentation in accordance with agency and ORR requirements.
  • Utilize social work best practices for thorough assessments of a UC’s progress and services provided.
  • Carries a case load varying on program need (Staff-to-case ratios for Post Release Services Case Managers will establish caseloads of 1:25 but may with ORR’s permission have a case load not to exceed 1:40)
  • Completes Notice of Concerns (NOCs), per federal policy requirements.
  • Maintain case file documentation in accordance with ORR requirements, and conducts internal chart reviews to monitor documentation compliance
  • Participate in team meetings, staff in-service training and department meetings.
  • Completes, timely and accurate timesheets and other personnel/administrative records as required.
  • Other duties as assigned.
  • Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices.  
  • Participate in staff development, in-services, and training related to equity and inclusion in the workplace; model appropriate behaviors; develop, recommend, and implement improvements to business practices with awareness and understanding of the impact in a trauma-informed and culturally diverse organization.

Required Position Qualifications:
  • Bachelor's Degree in Social Work (BSW) or an equivalent degree in education, psychology, sociology, or other behavioral science equivalent.
  • Bi-lingual in Spanish and English, written, read and verbal. Must clear a language test for Spanish
  • Attained age 21 years or older before first day of employment in position (ORR)
  • 1-year of experience working with youth in a child welfare or social service setting  
Preferred Position Qualifications:
  • Experience working with immigrant populations
  • Knowledgeable about family preservation, kinship care, and/or general child welfare
  • Experience writing professional, thorough assessment reports.
  • ORR experience
  • Knowledge of Federal, State and agency regulations.
  • Knowledge of adolescent developmental issues, trauma, abuse and neglect, substance abuse and dependence, delinquency, peer influence, and related group and individual interventions.
Other Requirements:   
  • Able to work shift hours and days, as assigned. Position may require work outside of usual work hours on occasion.
  • Regular travel via airplane and/or car to visit sponsors and clients in their homes
    • Traveling time accounts for nearly 50% position
    • Traveling for Post Release Services Case Managers varies. Some cases are located locally, but national travel is required if cases are not available locally
    • Traveling for Home Study Case Managers accounts for 50% of the role
  • Hold a valid drivers’ license and must maintain minimum auto insurance policy for driving a personal vehicle
  • Pass a criminal history background check though Morrison and a suitability determination investigation through the U.S. Office of Personnel Management. For further information review :

  • Current CPR and Standard First Aid required
  • 40 hours of required training per year
Physical demands and work environment:    
  •  Visual acuity allowing for analysis of written data.   
  •  Manual dexterity allowing for operation of routine office equipment (computers, telephone, fax, copy machine, typewriter, calculator, etc.)  
  • Physical dexterity allowing for reaching, stooping, and repetitive motion of wrist, hand or fingers. 
  • Ability to remain calm and emotionally available in an environment serving youth who have experienced trauma.
