Full Job Description
The Planning & Zoning Director devotes a significant amount of time to managing and reviewing planning and zoning documents, studying and writing regulations and proposals in support of the County Economic Development Master Plan and the County Land Use Plan.
Manages, coordinates and provides staff reports on zoning, subdivision, and variance applications, business technical reviews meetings, Regional Planning meetings/Committees and subdivision plans for approval.
The Planning & Zoning Director works closely with all staff and the public to provide customer service on zoning/planning/GIS issues.
Responsible for zoning enforcement: reviewing permit applications, issuing compliance/conditional use Certificates and collection of fees associated; nuisance inspections/investigations and enforcement recommendations; assisting with report preparation and presentation for the County Zoning Commission.
Essential Functions:
- Develops planning and zoning studies and reports in support of new and updated plans, programs and regulations.
- Manages and coordinates review of zoning and subdivision regulations and applications.
- Manages the County’s Floodplain regulations.
- Manages the County’s Address system.
- Prepares and presents detailed reports on development proposals to government bodies; Prepares maps, charts, tables of limited complexity.
- Collects a variety of statistical data and prepare reports and maps on topics such as census information, land use and land splits and tax base data.
- Acts as liaison between community groups, government agencies, developers and elected officials in developing neighborhood plans.
- Provides information to the public regarding regulations and codes.
- Manages and assists in resolving citizen and customer issues.
- Enforcement of the County Zoning Resolution:

a. Review and appropriately act upon zoning permits to include a timely compliance inspection, while creating & retaining appropriate records.
b. Regularly review final approved development plans to ensure ongoing compliance by developers, property owners, tenants and management organizations.
c. Regularly review properties for zoning compliance. Document, investigate, monitor and record compliance issues and public complaints received, alleged and known violations, make proper notification and orders for corrective action.
d. Identify by list, monitor and regularly inspect all known legally nonconforming lots, uses of land, and structures of record at the time of adoption or amendment of the Zoning Resolution.
e. Identify by list, monitor and regularly inspect all Conditional Use Permits.

- Conducts field evaluations and assessments as necessary.
- Provides technical assistance and information to staff and the public in the review of specific planning/zoning programs areas or ordinances.
- Provides technical assistance for building plans and zoning issues to assure compliance with requirements such as use, placement, and regulations ratios.
- Develops and manages the automated tracking systems and processes, hard copy files and records.
- Prepares narrative staff reports and recommendations of limited complexity; Prepares public notices or property owner verifications.
- Researches and compiles information on a variety of planning issues from multiple sources; seeks RPC approval and stamps plats.
- Attends public and regular business meetings as the Liaison to the following Boards: County Rural Zoning Commission, Board of Zoning Appeals, and County Regional Planning Commission.
- Provide information and resolves routine problems; directs the public to the proper authority; attend department head meetings as required.
- Supports and models the identified vision, values and behaviors of the organization.

Pay: $22.00 - $25.00 per hour
