Position Overview:
Motiva is seeking a highly skilled Director of Project Controls, Major Capital Projects. The Director, Project Controls is responsible for ensuring the effectiveness of financial controls, compliance, and risk management across Motiva's Major Capital Projects organization. This role oversees the development, implementation, and verification of internal and business controls for processes, systems, financial reporting, and regulatory compliance, ensuring alignment with corporate objectives and industry standards. The ideal candidate will have extensive experience in project controls, cost management, risk assessment, and compliance within large-scale capital projects in the refining and petrochemical sector.
Responsibilities:
- Lead the design, approval, and execution of financial control and compliance activities for the Major Capital Projects organization.
- Ensure all financial statements, journals, and reports comply with internal auditing and regulatory standards.
- Develop and maintain robust project governance frameworks to support effective decision-making.
- Lead the development of broad-scale evaluation processes and business risk assessment plans for major capital projects.
- Oversee complex evaluation initiatives, including:
- Establishing objectives and scope for financial and compliance assessments.
- Evaluating control/compliance risks and evidence to mitigate project execution risks.
- Ensuring adherence to the annual plan and industry best practices.
- Engage with internal stakeholders, third-party auditors, and regulators to articulate project control and compliance posture.
- Provide expertise in Financial Controls, Credit Analysis, and Insurance Management related to capital projects.
- Oversee cost estimating, forecasting, and budget control for major capital projects.
- Implement and manage earned value management (EVM), cost tracking, and variance analysis.
- Ensure projects adhere to cost, schedule, and scope baselines, identifying and mitigating deviations.
- Provide strategic input into the Finance department's long-term objectives related to major capital investments.
- Develop and present executive-level reports, dashboards, and financial insights to leadership.
- Support and oversee financial control activities related to project reporting and compliance processes.
Required Education and Experience:
- Bachelor's degree in Engineering, Finance, Business, or a related field.
- 15 years in project controls, cost engineering, or financial governance, with a strong background in major capital projects portfolio (including mega projects) in refining, petrochemicals, or heavy industry.
- Advanced proficiency in cost estimation, financial forecasting, and risk analysis.
- Expertise in Primavera P6, SAP, EcoSys, and earned value management (EVM).
- Strong understanding of regulatory and compliance requirements for capital project execution.
Preferred Education and Experience:
- Experience leading project controls for a Major Capital Projects organization.
- Knowledge of EPC (Engineering, Procurement & Construction) execution models.
- Experience in downstream refining, petrochemicals, or large infrastructure projects.
