Position Overview:
Motiva is seeking a highly skilled Project Director, Project Portfolio to lead and oversee a diverse portfolio of major capital projects. Reporting directly to the Vice President of Major Capital Projects, this leader will be instrumental in driving the success of capital initiatives by ensuring alignment with strategic goals, optimizing resource allocation, and fostering innovation. The ideal candidate will bring extensive expertise in managing complex project portfolios, cross-functional leadership, and advanced project methodologies.
Responsibilities:
- Provide strategic leadership and direction for major capital projects portfolio, achieving business and operational goals while meeting constraints imposed by customers, budgets, strategic objectives, and external factors.
- Partner with senior leaders to identify high-priority projects, secure resources, and ensure project alignment with corporate goals.
- Build and manage a high-performing team of project managers, engineers, and construction professionals, efficiently leveraging 3rd party consulting capabilities as needed.
- Oversee the development, implementation, and management of processes, methods, and technologies to optimize project outcomes and resource utilization.
- Oversee the development and implementation of engineering designs, ensuring compliance with industry standards, regulations, and company objectives.
- Manage all aspects of construction, including contractor selection, procurement, scheduling, and site operations.
- Develop and maintain project budgets, schedules, and performance metrics to ensure alignment with corporate objectives.
- Monitor project performance using key performance indicators (KPIs) and metrics, leveraging operational data and analytics to identify patterns, trends, and opportunities for improvement. Make recommendations that align with business objectives, providing actionable insights for leadership.
- Establish and enforce safety, quality, and environmental standards across all phases of the project.
- Collaborate with cross-functional teams, including operations, procurement, legal, and finance, to ensure project alignment and seamless execution.
- Serve as the primary point of contact for stakeholders, including executive leadership, government agencies, and community partners.
- Identify and mitigate project risks through proactive planning, stakeholder engagement, and rigorous change management.
- Drive continuous improvement by staying informed of industry trends and advances and implementing best practices, lessons learned, and innovative solutions.
Required Education and Experience:
- Bachelor's degree in Engineering, Construction Management, or a related field.
- 15 years of experience in large-scale refining, petrochemical, or industrial construction projects.
- Experience leading major capital projects in-house for owner/operators.
- Experience managing international EPC (Engineering, Procurement, and Construction) and modular construction work.
- Proven track record of delivering major capital projects on time and within budget.
- Mastery of project management, engineering design, construction management, and commissioning.
- Exceptional leadership and team-building skills, with the ability to inspire and motivate diverse teams that may be geographically dispersed.
- Deep understanding of safety, environmental, and regulatory requirements for refining and chemical projects.
- Advanced proficiency in project planning, scheduling, cost estimation, and budget management.
- Skilled in leading projects through transformational changes with innovative change management practices.
- Expertise in contracts, procurement, and construction estimating, with a focus on value enhancement and compliance.
- Strong ability to develop and manage project documentation and reporting, ensuring transparency and informed decision-making.

- Deep knowledge of advanced construction technologies, such as modular construction, and digital twin technologies.
