Position Overview:
Motiva is seeking Portfolio Planning Manager to join its Major Capital Projects (MCP) organization. The Manager, MCP Portfolio Planning is responsible for overseeing the strategic planning, governance, and optimization of Motiva's Major Capital Projects (MCP) portfolio. This role ensures that capital projects align with corporate objectives, adhere to governance frameworks, and are executed efficiently to maximize value. The ideal candidate will have extensive experience in capital project planning, portfolio management, and cross-functional collaboration to drive project success.
Responsibilities:
- Develop and manage the strategic roadmap for the major capital project portfolio, ensuring alignment with corporate objectives and business strategy.
- Lead portfolio scenario planning and risk assessments to optimize project sequencing, capital allocation, and resource management.
- Collaborate cross-functionally to integrate project priorities and ensure long-term value creation.
- Establish and implement portfolio governance frameworks, stage-gate processes, and decision-making protocols to ensure disciplined project selection and execution.
- Develop and track key performance indicators (KPIs) to measure project portfolio health, progress, and value realization.
- Support executive leadership in project prioritization, funding approvals, and strategic investment decisions.
- Lead portfolio-level cost forecasting, budgeting, and capital allocation processes.
- Assess financial impacts, return on investment (ROI), and cost-benefit analyses for portfolio decisions.
- Identify and mitigate risks at the portfolio level, ensuring project execution remains within financial and operational constraints.
- Serve as the primary liaison between project teams, procurement, finance, operations, and executive leadership, providing clear and concise portfolio insights.
- Prepare and deliver executive-level reports, presentations, and dashboards on portfolio performance, risks, and opportunities.
- Facilitate alignment between business stakeholders and project execution teams to ensure strategic priorities are met.
Required Education and Experience:
- Bachelor's degree in Engineering, Finance, Business, or a related field; MBA or advanced degree preferred.
- 10 years of experience in project portfolio management, project planning, or investment analysis within the refining, petrochemical, or energy sector.
- Strong understanding of stage-gate processes, project financing, cost estimation, and risk management.
- Proven ability to develop and implement portfolio governance and prioritization frameworks.
- Strong financial acumen, with experience in capital budgeting and investment decision-making.
- Excellent stakeholder management and communication skills, with the ability to influence executive decision-making.
- Proficiency in project management software, portfolio management tools, and data-driven decision-making.
Preferred Education and Experience:
- Experience with major capital projects in refining or petrochemicals.
- Knowledge of regulatory requirements and permitting processes.
