POSITION SUMMARY
The Manager assumes responsibility to manage day to day operations of the unit/department to provide high quality and safe patient care in a safe practice environment. The manager directs and develops staff; collaborates with multidisciplinary professionals; and provides service excellence.
The Manager assists the Director with
- Long-term strategic planning for the workforce;
- Establishing and implementing standards for practice and maintain authority, accountability and responsibility for staff in their area of responsibility;
- The ongoing support and cultivation of a culture of shared decision making;
- Budgeting and planning.
Manages and leads the operations and staff: IS Applications (Epic) staff. Ensures the implementation of strategic objectives for the availability of information and information systems throughout the organization. The manager works closely with the Director, EHR Application, supervisory and professional staff toward the achievement of departmental goals. The Manager is responsible for providing senior management, healthcare professionals and physicians with quality computerized information in an integrated, user-efficient, and patient-focused manner. The Manager assumes a key role in partnering with the Director for the strategic planning and implementation of clinical systems for the Health System. Responsible for the effective and efficient upkeep of the Epic environment for the Health System. Off-hours work and participation in on-call rotation are required.

MINIMUM REQUIREMENTS
Education:
1) Bachelor’s degree in clinical healthcare discipline or related degree, or equivalent combination of education and work experience required.
2) Master’s degree preferred.
3) Epic Certifications in one or more Epic applications (required within 180 days of hire)
Experience:
1) Five years of work experience in Information Services at increasing levels of responsibility.
2) Three years of supervisory experience with at least two of those years at the manager level.
3) The majority of this experience is managing hospital information systems.
4) Epic experience preferred

- Oversee the configuration, testing and maintenance of Epic applications.

- Collaborate with the Epic leadership team and departments to understand their needs and ensure Epic applications meet those needs.
- Develop and implement strategies for the effective use of Epic applications to improve clinical and financial outcomes.
- Manages departmental activities to produce timely and optimal flow of information throughout the Health System.
- Ensures that the level of IS support provided to the system users is sufficient to allow user departments to perform their jobs effectively.
- Directs the implementation and development of all business and clinical systems in accordance with the Health System’s business plans and direction.
- Maintains an ongoing awareness of developments in information technology and their potential applications within the Health System.
- Coordinates the activities of IS Applications personnel and software/hardware suppliers in their efforts to provide effective information solutions to the Health System.
- Develops, maintains and ensures conformance with appropriate departmental policies and procedures. Develops and maintains Health System-wide policies and procedures related to the user of business and clinical applications.
- Develops and recommends annual capital and operating budgets for IS applications and other related projects.
- Ensures effective use of project management systems and documentation.
- Coordinates the implementation, integration, improvement and effective use of information systems throughout the Health system.

- Meets regularly with the Director EHR Applications, and department managers to discuss planning of project priorities, resource issues, resolution of problematic situations, and other pertinent management issues.
- Maintains an ongoing relationship with executives for the effective exchange of information, requests, recommendations and support.
- Ensures the establishment and enforcement of principles, standards and policies necessary to standardize, integrate, and coordinate Information Services resources across the organization.
- Ensures that the level of security within systems and access rights provided to specific personnel are appropriate to support the security of confidential and privileged information regarding patients, employees, and physicians. Provides support for routine audits of compliance with data security requirements.
- Implements mechanisms to ensure to the maximum effective use of information system capabilities by departments.
- Ensure the continuity and integrity of data flowing throughout the Health System and through interoperability with other providers and organizations involved in the common care of Mount Nittany Health patients.
- Assures compliance with the Information Management standards, policies, and procedures of all regulatory bodies regarding security of sensitive patient data.
- Represents the Health System on regional groups addressing areas of information technology.
- Supports development and implementation of approved plans for disaster continuity and disaster recovery of information systems. Ensures effective downtime procedures and continuing familiarity with their use. Facilitates integration and use of clinical databases and archived patient data for research and other purposes.
- Coordinates information systems planning and operations with leadership and implementation of the Corporate Compliance Plan.
- Effectively manages critical relationships with Medical Staff and external physician organizations in partnership with other department managers.
- Maintains liaison role with Medical Staff to ensure proper training, effective use, and overall satisfaction with clinical information systems.
- Develops and maintains relationships with key physicians who are leaders in the integration of clinical information systems with clinical practice. Addresses identified concerns with the goal of achieving clinical efficiency and the complete migration to electronic patient records.
- Coordinates technical and contractual relationships with external physician organizations which permit remote access to the Epic environment for clinical and other purposes. Ensures compliance with data security requirements of those contractual relationships.
