POSITION DETAILS
Job Title: Finance Manager
Location: Edwards, Colorado
Schedule: Full-Time; Exempt
Work Environment: Typically work Monday through Friday; day, evening, weekend and/or holiday hours will occasionally be required.
Supervision Required: Works under the general guidance and direction of the Executive Director.
Supervision Exercised: Supervises District Finance and Accounting functions. Co-supervises Administrative Coordinator with the People and Culture Manager. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Salary: $85,086 - $106,357 annually DOE; staff in this position are eligible for a $1/hour incentive for Spanish/English bilingual and can pass the language competency test.

ESSENTIAL DUTIES AND RESPONSIBILITIES
General Statement of Duties: This role involves a variety of complex supervisory, professional, technical accounting and finance functions to maintain the District’s fiscal records and financial systems. The Finance Manager develops, plans, and oversees the Mountain Recreation’s accounting functions and budget process. They also coordinate with the external Financial Advisor and other consultants to ensure compliance with generally accepted financial policies and best practices.
Examples of Duties:
- Ensure timely and accurate completion of financial processes and procedures in compliance with governmental accounting best practices. Prepare, process, and analyze financial documents, statements, and reports.
- Manage the District’s operating budget, reconciling it with the financial system. Prepare and submit monthly financial statements to the external Financial Advisor, management team, and Board of Directors. Provide monthly revenue and expenditure reports.
- Collaborate with the Executive Director and Superintendent of Facilities to monitor, maintain, and report on the Capital Improvement Plan (CIP), Building Improvements Assets Inventory, capital assets, and equipment disposal.
- Lead, with support from the Executive Director and external Financial Advisor, the development and submission of the annual operating budget.
- Attend Board of Directors meetings to present monthly budget statements and respond to financial inquiries.
- Oversee financial reporting functions.
- Work with the People and Culture Manager to administer payroll operations.
- Supervise the procurement process for all transactions.
- Oversee monthly reconciliations for payroll, accounts payable, cash deposits, credit cards, and revenue sources.
- Provide leadership and strategic recommendations as a key member of the management team.
- Submit required reports, including payroll and sales tax filings.
- Implement new technologies and procedures for efficiency, security, and cost savings (e.g., electronic bill pay, ACH payments, government e-payments).
- Oversee cash deposit and security procedures at District facilities, conducting randomized audits to ensure compliance.
- Lead, with support from the external Financial Advisor, the annual audit process, ensuring timely completion and advising the management team of any audit-related concerns.
- Serve as the primary financial resource for the District, fostering professional relationships in an environment of mutual respect.
- Prepare monthly bank reconciliations and coordinate appropriate account transfers.
- Work with financial institution representatives to research, adopt, and monitor new banking services and technologies (e.g., pay cards, point-of-sale features, electronic bill payment).
- Process employee retirement reports.
- Research, track, and resolve accounting discrepancies.
- Oversee property and liability insurance, workers’ compensation reporting, and vehicle fleet registration management.
- Maintain accounts receivable billing, collection, and reporting.
- Record bank deposits and monitor customer accounts for non-payment or returned items.
- Administer and update Department of Local Affairs (DOLA) accounts.
- Ensure compliance with state-mandated record-keeping requirements.
- Perform related duties as assigned.

Requirements
COMPETENCIES AND QUALIFICATIONS
Considerable knowledge of: Extensive knowledge and experience of general office practices and procedures, generally accepted accounting practices, financial period recognition, matching principles, accounts payable/accounts receivable processes; basic payroll processing practices, customer service principles, financial information systems, spreadsheet software, software for government accounting and accounts payable systems.
Skills and abilities:
- Perform work involving the use of independent judgment and personal initiative
- Analyze data and draw logical conclusions
- Interpret and apply the principles, laws and District procedures involved in financial recordkeeping and accounting functions
- Organize and prioritize work to meet deadlines and demands of workloads with a minimum of supervision while maintaining accuracy and attention to detail
- Processes and files confidential information and maintain confidentially
- Proficiently operate office equipment and computer programs including database and/or information management systems (preferably InCode), Microsoft Office programs including Outlook, Word, Excel, convert involved technical and legal information into practical communications
- Communicate effectively in both oral and written form
- Convey technical concepts to others
- Work independently, use good judgment and initiative
- Establish and maintain effective, cooperative and respectful working relationships with all contacts.
Requirements:
Education and experience:
- Bachelor’s degree from a four-year college or university in Accounting, Business, or Finance; AND
- Three (3) years finance experience in accounting; with special district experience or public government preferred; OR
- Any satisfactory combination of experience and training which demonstrates the knowledge, skills and ability to perform the above-described duties.
- CPA preferred or other governmental certification desirable.
Certifications:
- May require possession of or ability to obtain a valid First Aid/CPR certification within 30 days of hire.
