Position: Executive Director – Workforce Development Board, Mid-Ohio Valley Region

Primary Office Location: Parkersburg, WV

Area Covered: Calhoun County, Clay County, Jackson County, Mason County, Pleasants County, Ritchie
County, Roane County, Wirt County & Wood County

Reports to: Mid-Ohio Valley Workforce Development Board (WDBMOV)

Travel Required: Yes – Local, regional, statewide and occasionally nationwide travel is required

Work Remotely: No

Base Salary: $70,000

Qualifications:

  • Bachelor’s Degree in Business Administration, Public Administration, Education, Public Policy or related field required (Master’s Degree preferred)
  • Minimum of five years of experience in a senior management level position requiring supervision of staff, project management, coordination of resources, public awareness and both short-term and long-term planning
  • Demonstrated experience managing programs under the Workforce Innovation and Opportunity Act (WIOA), workforce development or a similar field

Skills & Competencies:

  • Understand, interpret, apply, explain and enforce federal and state laws, statues, policies and regulations pertaining to work
  • Facilitate strategic leadership on workforce development initiatives and issues
  • Provide positive leadership with staff, contracted agencies, partner agencies, etc.
  • Possess excellent verbal and written communication skills
  • Relate effectively with people with a high level of integrity
  • Build partnerships between various organizations, including government, public and private entities
  • Possess proficient knowledge of current workforce challenges and issues, including: bearing on unemployment by social and economic factors, local labor market demands, etc.
  • Build and manage positive relationships with key stakeholders related to workforce development
  • Work professionally and confidentially with diverse populations
  • Utilize Microsoft Office, along with other software and data management systems effectively

Responsibilities:

  • Direct staff regarding supervision of Title I service provider activities and programs to accomplish goals and meet measures
  • Work closely with the fiscal agent and finance staff to ensure the appropriate management of resources for Title I programs
  • Participate in required state meetings and trainings
  • Keep the Workforce Development Board apprised of all relevant information between meetings
  • Coordinate the development and implementation of the WDB’s strategic plan
  • Provide oversight related to organizational and professional development of staff related to leadership development, management development and organizational effectiveness and productivity
  • Develop plans, policies, procedures and recommendations that support Title I programs and foster future program development and growth
  • Build and sustain strong partnerships with community organizations and agencies to benefit the American Job Center One Stop system as a whole
  • Explore grant opportunities to draft proposals and ensure that grant deliverables are accomplished within expectations
  • Establish and maintain effective relationships with economic development agencies in the local region to align with in-demand occupations
  • Monitor contractual obligations of contractors providing training, on-the-job training and rapid response activities
  • Organize staff trainings on key Human Resources/EEOC topics, such as: conflict management, ethics in the workplace, sexual harassment policy and prevention, drug-free workplace, etc.
  • Utilize the MACC system for tracking and accountability in relation to state and federal requirements
  • Compile information and prepare presentations and/or reports as needed for the WDB, partner agencies, WorkForce WV or any other authorized party
  • Learn new forms of technology to promote career pathways
  • Attend in-person and online meetings
  • Provide necessary information for all audits
  • Establish a community presence and outreach
  • All other duties, as assigned
