We are seeking an experienced Property Manager with a strong background in managing Project-Based Section 8 properties, particularly for elderly residents, to oversee the operations of our 75 unit community for individuals aged 75 and older. The ideal candidate will have experience in HUD Section 8 Compliance, the Certification Process, and Low-Income Housing Tax Credit (LIHTC) properties. This role will focus on the day-to-day operations, tenant coordination, and ensuring regulatory compliance.
Responsibilities:
- Property Operations Management: Oversee the general day-to-day operations of the property, ensuring the efficient and effective management of the community, maintaining a safe and comfortable living environment for all tenants.
- Tenant Certification & Recertification: Manage the tenant certification and recertification process in full compliance with HUD Section 8 regulations, ensuring all documentation is accurate and submitted on time.
- Tenant Relations & Support: Address tenant inquiries, concerns, and requests in a timely and professional manner. Provide exceptional customer service and foster positive tenant relationships.
- Move-ins and Move-outs: Oversee the move-in and move-out process, ensuring proper documentation is completed and that units are prepared for new tenants or turned over after relocation.
- Regulatory Compliance: Ensure the property adheres to all HUD Section 8 and LIHTC compliance requirements, including maintaining all records, documentation, and reports in line with federal, state, and local regulations.
- Maintenance Oversight: Supervise and ensure the timely completion of property maintenance tasks, including routine inspections, repairs, and preventive maintenance. Coordinate with maintenance staff and vendors to ensure property upkeep.
- Budget & Rent Collection: Monitor the property’s budget, manage operating expenses, and ensure that rents are collected on time. Maintain accurate records of all financial transactions and work to reduce delinquency.
- Staff Supervision & Training: Hire, train, and supervise on-site staff, ensuring they follow company policies, deliver exceptional service, and uphold all safety and operational standards.
- Lease Enforcement: Enforce lease agreements and property policies, addressing violations and taking appropriate action as needed.
- Property Inspections & Reporting: Conduct regular property inspections to ensure compliance with safety standards, maintenance needs, and tenant satisfaction. Prepare and submit monthly and annual property reports to ownership or management.
- Vendor and Contractor Management: Manage relationships with third-party vendors, contractors, and service providers to ensure services (e.g., landscaping, janitorial, etc.) are carried out efficiently and within budget.
Qualifications:
- Minimum 5 years of property management experience, including working with Project-Based Section 8 and elderly housing.
- In-depth knowledge of HUD Section 8 compliance and tenant certification processes.
- Familiarity with Low-Income Housing Tax Credit (LIHTC) requirements and regulations.
- Strong organizational and communication skills, with an ability to coordinate effectively between tenants, contractors, and staff.
- Proven ability to handle multiple priorities, resolve issues efficiently, and maintain a professional environment.
- Strong leadership and interpersonal skills, with the ability to manage a team and work effectively with tenants and other stakeholders.
Preferred:
- Certification or training in LIHTC compliance and HUD Section 8.
- Experience with elderly or senior housing management.
- Familiarity with property management software and financial management tools.
