Budget Analyst

MSB Analytics Inc is seeking a Budget Analyst position for our DoD customer at Redstone Arsenal Huntsville AL. The ideal candidate has the appropriate educational and DoD past work experience to provide accounting and technical budget subject matter expertise for Enterprise Resource Planning (ERP) Systems including Logistics Modernization Program (LMP), General Fund Enterprise Business System (GFEBS), the Global Combat Support System-Army (GCSS-A), and forthcoming ERP systems.

Essential functions:

· Research dormant financial transactions and assist with the reconciliation of unliquidated obligations, undelivered orders, and unfilled orders for Army Working Capital Funds.

· Assist with the reconciliation of Joint Reconciliation Program transactions in coordination with key internal and external stakeholders/organizations such as Headquarters, Army Materiel Command (HQAMC), the Defense Finance and Accounting Service (DFAS), Defense Logistics Agency (DLA), and Army Contract Agency Redstone Arsenal (ACC-RSA).

· Troubleshoot Accounts Payable, Accounts Receivable, Goods Receipt/Invoice Receipt, Undelivered Orders, Unfilled Orders, and Vendor Returns. Resolve open issues and identifying trends to sustain long term corrective actions of aged items.

· Develop and revise ERP training materials and conduct end user training events.

· Support command audit readiness efforts including provide-by-client requests, audit samples, follow-ups, and exceptions.

· Create command standard operating procedures and conduct staffing of periodic updates with stakeholders. Support command compliance efforts and corrective action plans.

· Develop senior level briefings, reports and plans to provide courses of actions to decision-makers and enable continuous process improvements to include audit walkthrough documentation and presentations.

· Conduct financial analysis and develop financial reports that provide status of financial metrics, goals, key performance indicators, and trends.

· As needed, support AMCOM in validating corrective action plans to include reviewing corrective action plan artifacts to determine that root cause has been addressed.

· As needed, support AMCOM in remediating findings from MCIPS and/or audit Notice of Findings and Recommendations (NFRs) as well a as self-identified issues found through internal testing. As needed, the contractor will support in identifying root causes of issues, support the development and implementation of Corrective Action Plans (CAPs), and track and monitor the remediation process.

Required education and experience:

• Bachelors Degree in finance/accounting and 0-3 years’ experience minimum.
• Microsoft Excel

• Must be a US Citizen with a Secret Clearance.
