JOB SUMMARY

Under general supervision, performs a variety of routine and complex administrative, technical and professional work in current planning and other programs of the Tribe related to the implementation of land use and related plans and policies. Work includes, but is not limited to, undertaking NEPA and development reviews; processing zoning and subdivision applications and permits; developing land use plans, zoning regulations, and environmental regulations; researching and interpreting data; and preparing studies and reports. Work requires contacts with a wide variety of clients.

MAJOR TASKS AND RESPONSIBILITIES

  • Develops long and short range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates activities with other divisions and agencies as needed.
  • Attends public meetings, also provides technical and professional advice; makes presentations to Tribal officials, supervisors, boards, commissions, civic groups and the general public; responds to inquires about local planning and zoning regulations and ordinances.
  • Assist on preparing Land Use Code Rewrite and major amendments to the Comprehensive Plan.
  • Provides information on land use applications, ordinances, codes, plans and related planning programs, services or regulations to Tribal officials, architects, engineers, developers, contractors, community groups and interested persons.
  • Manages transportation grants and consultant contracted services.
  • Reviews development and related land use permit applications, site plans, variance applications, etc.; examines applications for compliance with established plans and ordinances, and applicable Tribal, local, state or Federal regulation;
  • Solicits input from appropriate staff, schedules hearings and actions, monitors through the approval process, enforces compliance with regulations; prepares reports and related data as required.
  • Prepares clear and concise written communication including, but not limited to, reports, correspondence, illustrations, and graphic presentations in a manner that is concrete and easy to understand.
  • Evaluates environmental information and recommends mitigation measures to reduce adverse impacts of development. This includes conducting NEPA reviews, maintaining knowledge of environmental laws (i.e. SEPA and NEPA) and reviewing/writing environmental impact statements.
  • Operates computers requiring word processing, complex spreadsheets, data input applications, and graphic illustrations.
  • Assists staff in the enforcement of local ordinances and in interpreting codes and plans.
  • Assists in designs for parks, streetscapes, landscapes and other Tribal projects.
  • Updates a variety of maps. Prepares graphics and maps for a variety of reports, plans, grant applications, publications or meetings.
  • Prepares and writes grant application components
  • Because of the Tribe’s commitment to community service and the well - being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.
  • EDUCATION - EXPERIENCE AND TRAINING FOR POSITION

    Required:

    • Graduation from an accredited four-year college or university with a degree in land-use planning, urban planning, landscape architecture or a closely related field.
    • Four (4) years related planning experience that includes at least two (2) years project leader or supervisory experience.

     

    Preferred: Transportation planning experience

    Special Requirements: A valid Washington State driver’s license is required at time of the appointment or at a time set by the Tribe.

    SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION

    • Applicable laws, regulations, policies and procedures and current literature, trends and developments;
    • Comprehensive plans including their formation, process of adoption, and enforcement;
    • Planning principles and techniques and the socio‑economic implications of planning;
    • Statistical applications used in regional planning modeling;
    • Ability to read and interpret construction plans, codes and regulatory requirements.
    • Experience in conducting public outreach, and working with and presenting to boards, elected officials, community groups, other departments, and other agencies.
    • Strong interpersonal skills, and the ability to communicate and work effectively within a multicultural workforce and serve a diverse customer base.
    • Ability to think conceptually, see the big picture, and pay attention to detail.
    • Understands and follows directions from supervisor, posted work rules, and procedures.
    • Possesses a strong sense of teamwork and proactively contributes to the team.
    • Demonstrates considerable initiative in performing job functions and flexibility to change priorities when necessary.
    • Works effectively under pressure and be able to handle frequent interruptions.
    • Completes work and projects in a thorough and timely manner.
    • Be regular, reliable, and punctual attendance.
    • Basic drafting and graphic design.
    • High proficiency in operating a personal computer and applicable software particularly Microsoft Office Suite tools, Excel.
    • Observing and evaluating trends.
    • Conducting research, analyzing data and compiling comprehensive reports, with recommendations; and making presentations that are well-written, accurate, clear, and understandable.

    PHYSICAL REQUIREMENTS

    The working conditions described here are representative of those that must be met by an employee to successfully perform the essential duties of this class. Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is frequently required to talk or hear; sit; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to stand or walk. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, or airborne particles. The noise level in the work environment is usually quiet in the office, and moderate in the field.

    Licenses or Certifications Required

    Current and valid Washington state driver’s license.
