Overview
The IT Project Manager 2 is responsible for leading the planning and execution of simultaneous projects of moderate to high complexity for the Information Technology Division within the
Department of County Assets (DCA)
at Multnomah County. You'll spearhead a range of critical IT projects from deploying enterprise software and developing custom applications to upgrading infrastructure and integrating complex data systems while guiding multidisciplinary teams and contributing to strategic technology direction.
You will lead transformative projects that modernize county services, directly enhancing resident experiences and driving operational efficiency. Your work will uphold our commitment to public service and accountability.

The job responsibilities include:
  • Project Leadership: Take ownership of medium to large-scale technology projects, including defining project scope, developing detailed project plans, managing resources, and ensuring timely delivery within budget constraints.
  • Technical Oversight: Provide technical guidance and supervision to project team members, ensuring that project objectives are aligned with customer business needs, technical best practices, and the county's Digital Experience Standard. Perform the scrum master role in agile development projects.
  • Strategic Decision-Making: Collaborate with stakeholders and senior leadership to evaluate and select technology products and services that best support the county's strategic goals
  • User-Centered Design: Employ a user-centered design approach to understand and advocate for the needs of our diverse users, ensuring that digital experiences are intuitive, accessible, and effective.
  • Facilitation: Foster open communication and collaboration between internal teams and external partners, including government agencies, vendors, and service providers.
  • Collaboration: Work closely with a multidisciplinary team of analysts, developers and customer groups to translate user needs into actionable technology requirements and ensure successful project execution.
  • Risk Management: Identify and mitigate project risks proactively, ensuring that contingency plans are in place to address unforeseen challenges.
  • Communication & Reporting: Maintain open and transparent communication with project sponsors and stakeholders, providing regular progress updates and performance reports.
  • Mentorship & Guidance: Participate in the evolution of the IT PMO, sharing your experience with other project leads and analysts and ensure project deliverable meets county standards. Stay up to date on emergency project management trends and best practices.

To Qualify:
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills:
  • Bachelor’s Degree or equivalent practical experience AND
  • Minimum of 5 years demonstrated experience managing IT projects, including at least one project focused on website development or digital service design (Equivalency 9 years of qualifying training and/or experience).
  • Demonstrated experience managing medium to large technology projects of high complexity, including defining, procuring, testing, and implementing software and hardware solutions that support 200 users.
  • Demonstrated experience in the strategic coordination of both internal and external stakeholders, including scope definition, prioritization, design oversight, and change management within complex technology implementations.
  • This position must pass a criminal history check.

  • Project Management Professional (PMP) Certification
  • Certified Scrum Master (CSM)
  • Change Management Certification (PROSCI or other)

Routine Telework:
This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. Type of Position:
Location: This position is located in the Multnomah Building, 501 SE Hawthorne Blvd. See above for information about teleworking.
Schedule: A variety of work schedules are available. Some examples:
  • 5-8s: 8 hours a day Monday through Friday
  • 9-80: 9 hours a day Monday Through Thursday, 8 hours/off alternating Fridays
  • 4-9-4: 9 hours a day Monday through Thursday 4 hours on Friday.
Serving the Public, Even During Disasters
Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
