Position Summary
Supervise, plan and coordinate assigned activities and operations within the Capital Implementation Program including capital planning, budgeting, scheduling and development of policy recommendations; coordinate assigned activities with other divisions, outside agencies and the general public and provide highly responsible and complex staff assistance to assigned supervisory or management staff.

Minimum Education, Experience And Additional Requirements
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelor's degree from an accredited college or university in construction management, engineering, architecture or landscape architecture, planning, and/or public administration; and
Six (6) years of managerial capital improvement project or planning experience; and
To include three (3) years of supervisory experience.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
Preferred Knowledge
- Operational characteristics, services and activities of capital implementation program and/or project management
- Principles and practices of program and/or project development, administration and implementation
- Principles and practices of negotiating and managing architectural and engineering contracts
- Principles of capital program planning
- Principles of municipal budget preparation and control
- Principles of supervision, training and performance evaluation
- Principles of business letter writing and basic report preparation
- Pertinent Federal, State and local laws, codes and regulations
Preferred Skills & Abilities
- Supervise, direct and coordinate the work of lower level staff
- Select, supervise, train and evaluate staff
- Participate in the management of the City's Capital Implementation Program
- Negotiate and manage contracts
- Coordinate and conduct public meetings
- Oversee the capital program planning process
- Interpret and explain City CIP policies and procedures
- Prepare clear and concise reports
