What are the responsibilities and job description for the HUMAN RESOURCES LIAISON (Administrative Officer) - Range 14 / NON position at Municipality of Anchorage?
This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.
DEPARTMENT: Anchorage Health Department (AHD)
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.
LOCATION: 825 L Street
Responsible for all personnel-related activities for the department including hiring, creating and presenting AHD orientation for new employees, process evaluations, maintain confidential employee files, provide guidance to supervisors on confidential human resources information, process training requests, create and administer exit interviews and process termination paperwork. Work with upper management to compile and report strategic goals of the department to top administration, plan and implement special projects, and initiate and advise Director and Division Manager of applicable reports and/or queries to help upper management make decisions on prioritizing personnel-related decisions. Provide backup duties, general support to the Administrative Support to include review, enter and track assembly documents and providing boards and commission support. Provide backup duties to the Administrative Support section such as answer phones, travel and other administrative duties. Perform other related duties as assigned.

This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster AHD's employees may be called to engage in emergency operations responses and recovery.

Bachelor's degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline and two (2) years of experience providing advanced level administrative and/or executive support to management.

Associate's degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline and four (4) years of experience providing advanced level administrative and/or executive support to management.
OR
High school diploma, GED or equivalent and six (6) years of experience providing advanced level administrative and/or executive support to management.

- Experience working with an organized labor environment.
- Holding a Human resources Certification such as HRCI, PHR, SHRM-cp
If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted background check. A background check encompasses criminal history, verifying education, and verifying dates of employment.
All required certifications and licenses must remain current for the duration of employment.
Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
