The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

C.1. General: This is a non-personal service(s) contract to provide a Religious Education Coordinator for the Religious Support Office (RSO) at Fort Johnson, Louisiana. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Coordinator who, in turn, is responsible to the Government. The Coordinator, in turn, shall be accountable to the Government for Coordinator or Subcoordinator personnel.

C.1.1. Description of Services/Introduction: The Coordinator shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Catholic Religious Education Coordinator (CREC) Services as defined in this (JOB DESCRIPTION), except for those items specified as government furnished property and services. The Coordinator shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in this JOB DESCRIPTION and contract.

C.1.1.1. The CREC falls under the Fort Johnson Religious Support Program as defined in the Command Master Religious Program (CMRP) approved by the Commander. The mission of the Chaplains program is to provide religious support needs of all assigned soldiers, civilians, and family members. The primary goals of the Catholic Religious Education Program are to provide Essential Elements of the Religious (EERS) for Catholic soldiers and family members and other authorized personnel of the command. As a non-personal services coordinator, the CREC is not a member of the Garrison (RSO) staff and is not considered a government employee.

C.1.2. Background: This contract is in support of the United States Army Religious Support Programs. The Coordinator must be committed to working within the pluralistic Military Chapel environment, in cooperation with the other congregational leaders, to meet the needs of the congregation. As a coordinator, the Fort Johnson CREC is not a member of the Chapel or Installation Chaplain’s Office Staff.

C.1.3. Objectives: The objective of this contract is to

C.1.4. Scope: The CREC shall assist the RSO with Catholic denominationally specific administrative support for the Catholic Community at the Fort Johnson Religious Support Office. CREC provides coordination support services for: The Order of Christian Initiation for Adults (OCIA), The Order of Christian Initiation for children (OCIC), Catholic Women of the Chapel (CWOC), Confraternity of Christian Doctrine (CCD), Children’s Liturgy of the Word, Sacramental / Rites preparation, Liturgical celebrations, and special events.

C.1.5. Period of Performance: The period of performance (POP) shall consist of one (1) Base Year of 12 months and two (2) 12-month option years.

C.1.6. Hours of Operation: The Religious Support Office is open from 9:00am- 5:00pm, Monday-Friday. Closed on Federal Holidays and weekends. This is not a full-time position with standard 9:00am- 5:00pm Monday -Friday type work environment. Workdays and hours may vary according to the approved Calendar of Events, tasks outlined in the CLINs and the time of meetings. Many of the tasks will require holiday, evening, and weekend hours. Generally, the Protestant religious education program is held on Sundays between the hours of 11:00am-12:00pm and during the duty week from 9:00am-7:00pm. The community and/or sponsoring chaplain can change the day, time or the format of the program to meet the needs of the congregation. Planning, training, and coordination meetings may be held during daytime or evening hours, during the week or on a weekend. The program set up and pack up/clean up shall take place outside of the program times. The coordinator does not work on an hourly basis, but on the basis of services rendered(Monthly or individually). The Coordinator may be required to provide services on American holidays. The service rate shall remain the same regardless.

C.1.6.1. The Coordinator shall have access to the Main Post Chapel, Building 427/428. During normal duty hours (9:00am – 5:00pm, Monday- Friday), during times of weekly religious worship services (8:00am-1:00pm, Sunday) these facilities will be unlocked during approved Calendar Events.

C.1.6.2. The coordinator shall be responsible for scheduling, through the COR, facility use after normal duty hours or at times other than Protestant religious services are held. If facilities other than Building 427 are required, the Coordinator shall, with the assistance and guidance from the COR, be responsible for making all arrangements in advance.

C.1.6.3. Place of Performance: The Coordinator shall perform services under this contract at the United States Army Garrison (USAG) RSO located at Fort Johnson Main Post Chapel or other Installation facilities, as needed.C.1.6.5.1 Main Post Chapel, Building # 427C.1.6.5.2 Main Post Religious Education Center, Building # 428C.1.6.5.3 Glory Chapel, Building # 1168C.1.6.5.4 Other RSO office or event locations located on Fort Johnson in accordance with published religious worship and observance schedules.

C.2.1. Basic Services: The coordinator shall support the denominationally specific administrative needs of the following Catholic Religious Education Programs: The Order of Christian Initiation for Adults (OCIA), The Order of Christian Initiation for children (OCIC), Catholic Women of the Chapel (CWOC), Confraternity of Christian Doctrine (CCD), Children’s Liturgy of the Word, Sacramental / Rites preparation, Liturgical celebrations, and special events.

C.2.1.1. The contract shall not conduct formal counseling, administer sacraments, or ordinances, lead a worship service, or perform chaplain responsibilities.

C.2.1.2. The coordinator shall publicize and promote the Catholic Religious Education programs using chapel bulletin boards, flyers, public affairs office resources, digital media, announcements, newspaper, weekly Mass bulletin, and other appropriate media. Media will also be used to publicize information about liturgical celebrations, and preparations.

C.2.1.3. The coordinator shall maintain a continuity binder containing program of instruction plans, parish census, monthly data collection results, publicity, calendars, and meeting notes.

C.2.1.4. The coordinator shall submit monthly data such as attendance, volunteer attendance, and program hours for each session of Catholic religious education conducted. The coordinator shall submit this data to the DRE by the last calendar day of the month. The coordinator shall be familiar with the volunteer management system and able to collect data for input.

C.2.1.2. The coordinator shall email any recommendations to the COR for materials, supplies, equipment, and curriculum appropriate for religious education for approval. The recommendations shall be identified by the coordinator for discussion of curricular needs with the sponsoring Chaplain and the DRE. The sponsoring Chaplain and DRE are the determining parties for the curriculum selection.

C.2.2. Program Administrative Support

C.2.2.1. The coordinator shall coordinate denominationally specific support organizing Children’s Liturgy of the Word for school age children during weekly Mass. This program will operate 12 months a year.

C.2.2.2. The coordinator shall coordinate denominationally specific support for weekly CCD classes, OCIA, OCIC, and CWOC from September – May. Coordination will include preparing all handouts, documents, sign in forms for participants, student nametags, and class materials and supplies.

C.2.2.3. The coordinator shall coordinate denominationally specific support for sacrament/ rites, liturgical celebrations/event, and preparation. Coordination will include sacramental preparation parent meetings, sacramental marriage preparation classes, three annual retreats coinciding with Confirmation, First Holy Communion, and First Reconciliation. The coordinator shall provide administrative support organizing the annual Bishop visit for coinciding Confirmation. The coordinator shall prepare all handouts, documents, sign in forms for participants, student nametags, and class materials and supplies.

C.2.2.4. The coordinator shall prepare administrative details for volunteers within the Catholic Religious Education Program. Administrative details could include name tags, facility reservation documents, program flyers schedules, sign in sheets, handouts, and distribution of class supplies or materials to learning spaces.

C.2.2. The coordinator shall maintain a schedule for program administration that includes the name and email address of volunteers who are scheduled to lead programs. This schedule shall include the volunteers name, date the volunteer will lead/teach and a curricular/ liturgical reference for religious education materials.

C.2.2.6. The coordinator shall publicize and promote teacher and volunteer training. The coordinator shall prepare handouts for the participants and shall ensure that the classroom is set up for the training. The coordinator shall remain for the duration of the training and shall ensure that a facility checklist is used before and after the training for returning the facility to its standard. The events are usually 1-2 hours of organized training time. The designated chaplain, (DRE or a Subject Matter Expert (SME). After coordinating training date and time with designated chaplain and/or DRE, coordinator shall secure a facility for the training. The coordinator shall be present 10 minutes prior to a Religious Education program and until the last participant has departed.

C.2.2.7. Coordinator shall coordinate the administrative details for volunteer training sessions.

Training shall focus on explaining the curriculum, schedule, activities, facilities, supplies, staff duties and chapel volunteer management requirements. The designated chaplain, DRE or a SME shall be available to lead or assist in the training. After coordinating training date and time with designated chaplain and/or DRE, coordinator shall secure a facility for the training. Coordinator shall publicize and promote the training.

C.2.2.8. Coordinator shall prepare handouts for the participants and ensure that the classroom is set up for the training. Coordinator shall remain for the duration of the training and shall ensure that a facility checklist is used before and after the training.

C.2.2.9. If it becomes necessary to cancel any training or event, the coordinator shall contact the designated chaplain and/or DRE for approval prior to canceling or changing any training date or event. It is the Coordinator’s responsibility to notify Unity Ministry Team (UMT) members and participants of the change or cancellation. Notify all participants as soon as possible whenever necessary to cancel any scheduled classes or event.

C.2.3. Program Planning and Coordination Meetings

C.2.3.1. The coordinator shall arrange planning and coordination meetings for catholic RE programs. The coordinator shall contact the sponsoring chaplain and DRE prior to scheduling any planning and coordination meetings. The Chaplain and DRE will have the option to attend the meeting. The meetings will vary in length but are usually 1-2 hours. The coordinator shall help monitor, coordinate, and setup meeting rooms, and submit necessary reservation. The coordinator shall offer administrative support, participant registration, and help with promoting and advertising religious education programs.

C.2.3.2. The coordinator shall attend planning and coordination meetings as necessary for catholic religious education programs. The coordinator shall meet monthly with the religious education program leads.

C.2.3.3. The coordinator shall attend a bi-monthly meeting with the Priest/Chaplain/DRE or other POC to review the delivery of services, program data, and coordination planning for future events.

C.2.3.4. The coordinator shall contact sponsoring chaplain and DRE prior to scheduling any planning and coordination meetings. Chaplain and DRE will have the option to attend the meeting. Meetings will vary in length but are usually 1-2 hours.

C 2.4. Special Event Coordination: The coordinator shall work with the DRE and other volunteers to lead, plan, and conduct an annual one-week VBS, Christmas community event, the annual fall community event, one Service Banquet per year, and one Easter/Lent event for the catholic community. This includes preparing administrative details, preparing the event, and capturing attendance data. The coordinator shall publicize the program, coordinate volunteer training registration and shall provide administrative and logistical support during the VBS program, Christmas community event, the annual fall community event, one Service Banquet per

year, and one Easter/Lent event. Administrative details could include name tags, facility reservation documents, program flyers schedules, sign in sheets, handouts, and distribution of event supplies or materials to learning spaces.

C.2.4.1. VBS shall be a five-day program held during the summer and open to school age children in the Fort Johnson Catholic Community. The coordinator shall prepare a program of instruction, supply list, program lay out, and assist in coordinating program needs for the event.

Christmas Event shall take place in support of the Catholic Community. The coordinator shall prepare a program of instruction, supply list, program lay out, volunteer list, and assist in coordinating all program needs for the event. Administrative details could include name tags, facility reservation documents, program flyers schedules, sign in sheets, handouts, and distribution of event supplies or materials to learning spaces.

C.2.4.2. Fall Fest Event shall take place in support of the Catholic Community during the month of October or November. The coordinator shall prepare a concept of operations proposal, supply list, program lay out, volunteer list, and assist in coordinating all program needs for the event.

Service Banquet shall take one time annually in support of the Catholic Volunteers. The coordinator shall prepare a concept of operations proposal, supply list, program lay out, volunteer list, and assist in coordinating all program needs for the event.

Lent/Easter Season event shall take place in support of the Catholic Community during the Lenten season beginning on Ash Wednesday and ending on Easter Sunday. The coordinator shall prepare a concept of operations proposal, supply list, program lay out, volunteer list, and assist in coordinating all program needs for the event. Administrative details could include name tags, facility reservation documents, program flyers schedules, sign in sheets, handouts, and distribution of event supplies or materials to learning spaces.

c: Demonstrate an in-depth knowledge of the Catholic faith and a commitment to the Catholic faith. Must provide a resume and references validating education and experience. Experience in teaching, excellent organization and planning skills. Possess basic knowledge and familiarity of Microsoft Office (Word, Excel, PowerPoint). Experience working in a military environment is preferred. Candidate must be willing to work in a pluralistic environment where they may encounter members from various faith groups and /or viewpoints. Candidate shall be professional and not degrade individuals with a different religious perspective or viewpoint. Candidate personnel shall behave in a professional manner befitting US Military religious support activities. Candidate personnel shall demonstrate dignity and respect, keeping in harmony with the values and norms of the Army Chaplain Corps. Candidate personnel shall refrain from using offensive language such as swearing, cursing disparaging language, and other such communications.

C.3.1.2. Candidate Qualifications: The candidate shall possess at least two (2) years of college education (64 credit hours with at least a 2.5 Grade Point Average (GPA) overall) and training in Catholic religious education and have at least two (2) years of religious education experience (paid or volunteer or combination) within a Catholic faith-based community. For example: Youth Minister, Bible School teacher, Sunday School Superintendent, Director of Religious Education, or Christian School teacher. NOTE: Candidate shall provide with their submitted quote a copy of their transcripts and documentation to substantiate the two (2) years of work experience.
