What are the responsibilities and job description for the Roman Catholic Musician Pianist or Organist position at Music Ministry International?
The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1.1 Description of Services: The contractor shall provide Roman Catholic musician services in support of the DMPC program at TAMC, Honolulu, Hawaii. The musician should provide appropriate musical support during the designated worship service. Music is an essential element of worship. Support Program is to insure the free exercise of religious preference, which is a statutory requirement under USC Title 10. Worship Services are a Statutory (Title 10) Essential Element of Religion. The authority for contracting Musicians is outlined in AR 165-1, paragraph 5-1. The purpose for contracting Musicians is to support the Chaplaincy’s ministry by providing professional, technical assistance to bring quality worship services to the Soldiers and their Families who are worshipping together. As a non-personal services contractor, the Musician is not a member of the Chapel Staff.
1.2 Background: Under provisions of Army Regulation (AR) 165-1, 23 June 2015, the TAMC Commander is responsible for religious, spiritual, moral, and ethical activities of all personnel within the command on an equitable basis and to ensure the free exercise of religion. The TAMC chaplain designated as Chief, DMPC at TAMC, has primary staff responsibility to assist the command in the planning, development, and implementation of these activities. The TAMC Chief, DMPC, is aided in this task by staff chaplains, Religious Affairs Specialists, civilian employees, and non-personal services contracted clergy and musicians.
1.3 Objectives: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the required Roman Catholic musician services as defined in this Performance Work Statement, except for those items specified as government furnished property and services in Part Three of this document. The contractor shall perform to the standards in this contract.
1.4 Scope: Notwithstanding any other provisions, designated Contractor shall comply with all U.S. (as applicable), regulations and guidelines in the performance of this requirement, and shall meet, at a minimum, U.S. Military Service standards unless otherwise stated. In case of conflict, contractor shall identify the conflict to the Contracting Officer. In the absence of specific direction from the Contracting Officer the Contractor shall comply with the most stringent requirements.
The general scope of contract performance includes (1) Personnel; (2) Qualifications; (3) Services; (4) Hours of Performance; (5) Standards of Conduct; and (6) Administration.
1.4.1 Personnel:
(1) The musician must be intimately familiar with the Catholic Services and its liturgical requirements to provide musical leadership for Catholic Services.
(2) Lead and select the proper hymns, choruses, and spiritual songs; perform preludes; postlude; offertory; and background for meditation and prayers; that enhances the atmosphere of worship for the particular congregation. Play prelude 15 minutes prior to designated Worship Service/Ceremony start time and postlude of at least 5 minutes at the conclusion of the Worship Service/Ceremony. The Government reserves the right to give final approval of all priests proposed to serve under this contract, based upon qualifications as set forth in paragraph 1.4.2.
(3) No lapses in contract services are authorized. The contractor may provide alternate musicians in the event of a planned or unplanned absence. Any alternate must meet the qualifications of this paragraph and paragraph 1.4.2 (Qualifications).
1.4.2 Qualifications: The musician and any alternates proposed, shall meet the following qualifications:
(1) Demonstrated ability to satisfactorily play the identified instrument(s), such as piano and/or guitar, available to the congregation.
(2) Demonstrated ability to satisfactorily play all selections in the Armed Forces Hymnal and other hymnals and/or song books designated by the Pastor.
(3) Demonstrated ability to communicate effectively in English for coordination with the Pastor and/or his/her designated Worship Leader and for satisfactory completion of the administrative tasks required of a contractor.
(4) Demonstrated understanding of the musical needs of the supported congregation.
(Chaplain/Pastor of the congregation to be supported certifies that the potential contractor is knowledgeable and able.)
1.4.3 Services: A general overview of required services is listed below; however, required specific tasks for performance of these services can be found in Part Five of this document. Designated contractor shall perform the following:
(1) Provide non-personal services as a Musician (pianist/guitarist).
(2) Provide Worship Service/Ceremony Support (Regularly Scheduled): Play the piano/guitar for the designated Worship Service or Ceremony including: accompany singing of hymns, choruses, and spiritual songs; perform preludes; postlude; offertory; and background for meditation and prayers; that enhances the atmosphere of worship for the particular congregation. Play prelude 15 minutes prior to designated Worship
Service/Ceremony start time, and postlude of at least five (5) minutes at the conclusion of the Worship Service/Ceremony.
(3) Provide Worship Service/Ceremony Support (Holiday/Special-As Required): Play the piano/guitar for the designated Worship Service or Ceremony including: Accompany singing of hymns, choruses, and spiritual songs; perform preludes; postlude; offertory; and background for meditation and prayers; that enhances the atmosphere of worship for the particular congregation. Play prelude 15 minutes prior to designated Worship Service/Ceremony start time and postlude of at least five (5) minutes at the conclusion of the Worship Service/Ceremony.
1.4.4 Hours of Performance: The following current schedule of events is provided for planning purposes, and is subject to change by publication in the weekly chapel bulletin and/or announcements during the Worship Service.
Saturday Mass: 1645 – 1805
Sunday Mass: 1045 – 1205
1.4.5 Standards of Conduct:
(1) At all times during the performance of this contract, the contractor shall present a neat and well-groomed appearance appropriate to the conditions under which the services are being conducted. Because this is a non-personal service contract, contractor and contractor's employees will avoid representing or allowing themselves to be represented as chapel staff or government employees. In order to avoid the appearance that the contractor or contractor's employees are government or chapel personnel, while providing services under this contract, contractor and/or contractor's employees will wear a nameplate or badge identifying their full name, and status as a "Musician Contractor".
(2) Chaplains' Non-Appropriated Funds. AR 165-1 requires that all offerings, donations or other income received during command-sponsored worship, activities, and other events of the religious program or linked to chaplain-sponsored or chapel-related activities of the command must be received by, accounted for, and disbursed by the Chapel Tithes Offering Funds (CTOF). Monies collected may not be used for honorarium, fees, wages, salary or donation to the contractor.
(3) Absences and Personnel Accountability. The contractor shall notify the Government Representative when scheduled contract personnel cannot perform a scheduled service due to illness or emergency. Notification shall be as early as possible as but no later than 2 hours prior to start of scheduled event.
Scheduled absences of contract personnel shall be coordinated with the Government Representative at least 30 calendar days in advance to allow sufficient time for approval of a proposed substitute musician.
(4) Security.
i. Security Identification Badges. The Contractor and contract personnel shall comply with the local installation and Military Treatment Facility (MTF) personnel identification and access requirements while on site.
ii. Vehicle Registration. The MTFs are located on restricted access military installations. The
Contractor/contract personnel shall comply with the local installation requirements for vehicle registration and operation on the military installation. All contract personnel must register their vehicles with the office responsible for vehicle registration to gain access onto the military installation. A valid driver’s license,
Government-furnished civilian identification, proof of insurance and current registration must be presented to the Provost Marshal’s Office, at which time a DoD decal will be issued. The decal shall be placed on the vehicle’s front windshield in accordance with instructions.
All vehicles, with or without a DoD decal, are subject to search. Contract personnel may encounter long delays for vehicle inspection and identification checks upon entering and exiting the installation. The Government will not reimburse the Contractor for time spent at installation checkpoints. Contract personnel must plan accordingly and report to work at their scheduled duty time, at their appointed place of duty within the MTF.
Contract personnel shall follow installation procedures for removal and turn-in of the vehicle decal upon termination of services under this contract.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four
(4) 12-month option years. The Period of Performance reads as follows:
Base Year 22 July 2020 – 21 July 2021
Option Year I 22 July 2021 – 21 July 2022
Option Year II 22 July 2022 – 21 July 2023
Option Year III 22 July 2023 – 21 July 2024
Option Year IV 22 July 2024 – 21 July 2025
1.6.3 Place of Performance: Tripler Army Medical Center, D-Wing, 3rd Floor, Room 3D-165 (1 Jarrett
White Road, TAMC, HI, 96859).
1.6.4 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
5. SPECIFIC TASKS:
5.1 Service Requirements: The contractor is expected to provide and/or perform the following for performance of duties under this contract:
(1) Communicate with the chaplains, song/worship leaders, and other musicians conducting the service to ensure a coordinated service of worship for the congregation. Plan and coordinate all musical selections with the Chaplain/Pastor of the congregation or his/her designated representative to select music in keeping with the theme of the worship service/ceremony.
(2) Select and play piano/guitar for preludes, postlude, offertory, and background for meditation and prayers that enhances the atmosphere of worship for the particular congregation.
(3) Coordinate with the worship leader and adjust tempo, and style of accompaniment to enhance the congregation's ability to participate in worship through the singing of hymns, choruses, and spiritual songs.
(4) Notify the Chaplain/Pastor concerning any maintenance problems or requests concerning the instrument(s) of the chapel facility.
(5) Submit invoices for the previous month's contract services to the designated Government Representative for verification No Later Than the 5th working of the next month.
(6) Standing, walking, and climbing stairs are routine physical requirements for work.
