Mustang Special Utility District (“Mustang”) is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 44,000 connections over 220 sq. miles. Our motto is Second to None! Providing Life’s Most Precious Resource . We’re looking for a key person to join our team as Director of Engineering & Development.
The Director of Engineering & Development for Mustang Special Utility District is responsible for overseeing all engineering functions to support the district’s mission of delivering safe and reliable water and wastewater services. This role involves managing infrastructure development, capital improvement projects, and regulatory compliance efforts. The District Engineer provides strategic leadership in engineering planning and project management, collaborates with external agencies, and advises the Assistant General Manager on technical and operational matters. This position requires both technical expertise and strategic foresight to ensure that the district's water and wastewater systems are efficient, sustainable, and capable of meeting future demands, and reports to the Assistant General Manager.
Essential Functions :
- Engineering Project Oversight : Lead and manage engineering design and construction projects for water distribution, wastewater collection, and related infrastructure. Ensure that all projects are executed on time, within budget, and in compliance with applicable standards and regulations.
- Capital Improvement Planning : Develop and implement the Capital Improvement Plan (CIP) for district infrastructure. Assess the long-term needs of the community to prioritize projects that enhance system reliability, capacity, and efficiency.
- Technical Review and Compliance : Conduct technical reviews of engineering plans, specifications, and cost estimates for water and wastewater facilities. Ensure all designs meet regulatory standards, including TCEQ and EPA requirements, and align with district operational goals.
- Field Assessments and Troubleshooting : Perform field evaluations to assess infrastructure conditions, troubleshoot issues, and develop solutions for engineering challenges. Document findings, prepare recommendations, and coordinate with operations to address system improvements.
- Collaboration with Regulatory and Local Agencies : Liaise with external agencies such as TCEQ, TXDOT, and local municipalities to support infrastructure expansion and ensure project compliance. Coordinate on permits, design approvals, and interagency requirements.
- Development and Construction Coordination : Work closely with the Development Department to review project proposals, manage construction conflicts, and ensure projects adhere to district standards. Provide engineering guidance and support to field inspectors.
- Continuous Improvement and Innovation : Stay current with engineering advancements and industry best practices. Identify opportunities for process improvements, technological upgrades, and innovative solutions to enhance the efficiency and sustainability of district operations .
