Position Summary

Mustang Special Utility District (Mustang) is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 44,000 connections over 220 sq. miles. Our motto is Second to None! Providing Lifes Most Precious Resource. Were looking for a key person to join our team as a: Director of Workforce Operations and Risk Management.

The Director of Workforce Operations and Risk Management for Mustang Special Utility District is responsible for overseeing workforce planning, hiring, training, operational efficiencies, risk mitigation strategies, and workplace safety initiatives within the organization. This role ensures compliance with labor laws and organizational policies, optimizes workforce productivity, and implements strategies to minimize risk exposure related to workforce operations. The ideal candidate will be a strategic thinker with a strong background in workforce operations, compliance, risk management, and employee safety.

Essential Functions:

  • Develop and implement workforce operations strategies to enhance productivity and efficiency.
  • Lead risk management initiatives, identifying potential workforce-related risks and developing mitigation strategies.
  • Ensure compliance with federal, state, and local labor laws, as well as internal company policies.
  • Collaborate with HR, legal, and operational teams to develop and enforce risk management policies and procedures.
  • Oversee workforce analytics, reporting, and forecasting to support business needs.
  • Develop and implement workforce planning initiatives, including staffing models and talent acquisition strategies.
  • Monitor and assess operational processes, recommending improvements and implementing best practices.
  • Oversee employee relations matters, ensuring fair and legal resolutions to workplace disputes.
  • Manage workforce compliance audits, investigations, and training programs.
  • Provide leadership and guidance to workforce operations, risk management, and safety teams.
  • Lead the HR team, ensuring alignment with company objectives and fostering a positive workplace culture.
  • Develop and oversee comprehensive employee training programs to ensure compliance, skill development, and workplace safety.
  • Implement and manage workplace safety initiatives, ensuring adherence to OSHA and other relevant safety regulations.
  • Conduct safety audits, risk assessments, and incident investigations to enhance workplace safety.
  • Stay informed on industry trends and regulatory changes affecting workforce operations, risk management, and safety.

Knowledge, Skills, and Abilities:

  • Strong knowledge of labor laws, workforce compliance, risk management best practices, and workplace safety regulations.
  • Experience in workforce analytics, forecasting, and strategic workforce planning.
  • Excellent leadership, communication, and decision-making skills.
  • Ability to collaborate cross-functionally and drive operational improvements.
  • Strong problem-solving and analytical skills.
  • Experience managing teams and leading organizational change.
  • Strong verbal and written communication skills, with the ability to explain technical information to diverse audiences, including staff, stakeholders, and regulatory agencies.
  • Commitment to ethical decision-making and transparency. Maintains accountability for project outcomes, representing Mustang SUD with professionalism and integrity.
  • Travel is occasionally required.

Position Specifications:

This position is classified as Exempt under the provisions of the Fair Labor Standards Act and is not subject to the organizations policies and procedures pertaining to overtime hours.

Education:

  • Required - A bachelors degree in Business Administration, Human Resources, Risk Management, Occupational Safety, or a related field.

Preferred:

  • A masters degree in a related field.

Experience:

  • Required A minimum of 6-8 years of experience in workforce operations, risk management, employee training, or a related field.

Preferred:

  • Certification in Risk Management (e.g., CRM, ARM), HR (e.g., SHRM-SCP, SPHR), or Occupational Safety (e.g., OSHA, CSP).
  • Experience in a highly regulated industry such as utilities, healthcare, finance, or manufacturing.
  • Knowledge of HR technology systems and workforce management software.

Environment/Working Conditions:

  • Indoor and Outdoor Work: Office: Work is primarily performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noise.

Conditions Of Employment:

  • Must have a valid Class "C" Driver's License before employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law).
  • Must pass a drug test, criminal history background check, and social security number verification check.
