Position Summary

Mustang Special Utility District (Mustang) is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 38,000 connections over 220 sq. miles. Our motto is Second to None! Providing Lifes Most Precious Resource. Were looking for a key person to join our team as a Pump Operator.

The Pump Operator at Mustang Special Utility District plays a critical role in ensuring the reliable operation of water and water reclamation systems. This position involves operating, monitoring, and maintaining pumping equipment to support water distribution and wastewater collection processes. The Pump Operator performs routine inspections, troubleshoots system issues, and adheres to all safety and regulatory standards to ensure the efficient delivery of services to the community. This role contributes to Mustangs mission of providing exceptional public service and maintaining operational excellence.

Essential Functions, Duties, and Responsibilities:

Essential Functions:

• Pump Operation and Monitoring: Operate and monitor pumps, motors, and related equipment to ensure proper functioning and water flow throughout the system.
• System Maintenance: Perform routine maintenance, lubrication, and adjustments on pumps, valves, and pipelines to maintain efficiency and prevent breakdowns.
• Inspection and Troubleshooting: Conduct regular inspections of equipment and infrastructure to identify potential issues and implement corrective measures as needed.
• Data Recording and Reporting: Maintain accurate records of pump operation, water usage, and system performance; submit detailed reports to supervisors.
• Safety Compliance: Follow all safety protocols, including the use of personal protective equipment (PPE) and adherence to regulatory and organizational standards.
• Emergency Response: Respond promptly to alarms, equipment malfunctions, or water system emergencies, taking immediate action to restore normal operations.
• System Adjustments: Adjust pump speeds, pressure levels, and flow rates to meet operational demands and ensure consistent service delivery.
• Team Collaboration: Work closely with other utility staff and departments to coordinate repairs, maintenance tasks, and system upgrades.
• Inventory Management: Track and manage inventory of spare parts, tools, and supplies required for pump operation and maintenance.
• Public Interaction: Communicate professionally with the public and other stakeholders regarding operational activities and service interruptions when necessary.

Position Specifications:

This position is classified as Non-Exempt under the provisions of the Fair Labor Standards Act and is subject to the organizations policies and procedures pertaining to overtime hours.

Education:

Required:

• High School Diploma or GED equivalent.
• Basic knowledge of pump operations, water systems, or related mechanical systems obtained through coursework, training programs, or equivalent work experience.

Preferred:

• Completion of post-secondary coursework in water utility operations, mechanical engineering, or a related technical field.
• Associates degree in Water Technology, Environmental Science, or a similar discipline.

Certification:

Required:

• Valid Texas Class "C" Drivers License (or ability to obtain within 30 days of hire).
• TCEQ Class "D" Water Operator License (or ability to obtain within 6 months of employment).

Preferred:

• TCEQ Class "C" Water Operator License or higher.
• OSHA safety certifications (e.g., Confined Space Entry, Hazard Communication, or equivalent).

Experience:

Required:

• Minimum of 2 years of experience in water utilities, pump operations, or maintenance of mechanical systems.
• Hands-on experience with troubleshooting and maintaining pumps, motors, and valves.

Preferred:

• 4 or more years of progressively responsible experience in water or wastewater operations.
• Experience in a municipal or governmental utility setting.

Knowledge, Skills, and Abilities:

• Comprehensive knowledge of water distribution systems, wastewater collection systems, and pumping operations.
• Familiarity with the operation, maintenance, and troubleshooting of pumps, motors, valves, and related mechanical equipment.
• Understanding of local, state, and federal regulations related to water utility operations, including TCEQ standards.
• Knowledge of safety practices and procedures, including confined space entry, lockout/tagout, and the use of personal protective equipment (PPE).
• Basic understanding of electrical and mechanical systems used in water utilities.
• Strong problem-solving skills to identify and resolve operational or mechanical issues.
• Proficiency in using hand tools, power tools, and specialized equipment for pump maintenance and repair.
• Ability to accurately read and interpret gauges, flow meters, and other system monitoring devices.
• Competency in data entry and recordkeeping for operational logs and maintenance reports.
• Effective communication skills to interact with supervisors, team members, and occasionally the public.
• Ability to work independently and manage time effectively to meet operational goals.
• Capability to perform physical tasks, including lifting, climbing, and working in confined spaces or adverse weather conditions.
• Attention to detail to ensure proper operation and maintenance of pumps and systems.
• Ability to understand and follow written and verbal instructions, including technical manuals and safety guidelines.
• Adaptability to respond quickly to emergencies or system malfunctions and implement corrective actions under pressure.

Training/Professional Development Requirements:

• Orientation on Mustang Special Utility Districts policies, procedures, and safety protocols.
• Comprehensive training on the operation and maintenance of pumps, motors, and related water utility systems.
• Confined Space Entry, Lockout/Tagout, and Hazard Communication training to ensure compliance with OSHA standards.
• Attendance at regular safety meetings and refreshers on regulatory compliance, including TCEQ standards and OSHA safety requirements.
• Participation in workshops and seminars focused on advancements in water utility technology and best practices.
• Periodic hands-on training for troubleshooting, repairs, and maintenance of pumping equipment and infrastructure.
• Support for obtaining and maintaining TCEQ Class "D" Water Operator License within the first 6 months of employment, with opportunities to upgrade to TCEQ Class "C" Water Operator License or higher.
• Training in the use of advanced diagnostic tools and system monitoring devices for enhanced operational efficiency.
• Development of teamwork, communication, and customer service skills to ensure effective collaboration and stakeholder engagement.
• Familiarization with software and tools used for monitoring, reporting, and maintaining operational logs.
• Ongoing training on new technology or equipment introduced into Mustangs water systems.
• Emergency response training to effectively address pump failures, water main breaks, and other operational disruptions, including participation in emergency drills.
• Maintenance of required certifications and licenses through district-provided or approved professional development programs.

Visual Acuity, Hearing, Speaking, Manual Dexterity:

• Ability to visually inspect pumps, motors, and system components for signs of wear, damage, or malfunction, both at close range and from a distance.
• Capability to read and interpret gauges, flow meters, schematics, and technical manuals with precision.
• Acute hearing to detect irregular sounds from pumps, motors, or other system components that may indicate mechanical issues.
• Clear and effective verbal communication to convey information to supervisors, team members, and occasionally the public.
• Ability to comprehend and follow verbal instructions accurately during routine tasks and emergencies.
• Manual dexterity to operate hand tools, power tools, and specialized equipment required for maintenance and repairs.

Conditions Of Employment:

• Must have a valid Class "C" Driver's License before employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law).
