REGIONAL OPERATIONS MANAGER

This is an Internal Agency Opportunity and only qualified candidates currently employed with the Department of Children and Families will be considered.

Location : Any county in the State of Florida. This position is not eligible for teleworking.

The bi-weekly salary range for this position is $1,980.13 - $5,150.34

This is a highly responsible managerial position charged with leading the Operational activities of the statewide Specialized Medicaid Center of Excellence and / or Regional Economic Self-Sufficiency (ESS)Program. The encumbent reports directly to the ESS Director. Provides direct supervision and leadership support to positions dedicated to the Office of Economic Self-Sufficiency program tasks.

Primary duties may include but not limited to :

COMMUNICATION : Demonstrates, models and reinforces the agency's values of integrity, accountability, quality, urgency, responsiveness, choice empowerment, personal responsibility, collaboration, innovation and state fundamental values of fairness, cooperation, respect, commitment, honesty, excellence and teamwork. Maintains effective working relationships with the Region's Program Office to ensure coordination of client services and operational support. Provides leadership and visibility for the Economic Self-Sufficiency Program by participating on advisory boards, work groups and committees, as well as other appropriate community activities. Works with community and other external and internal resources to support the Economic Self-Sufficiency Program. Represents the Region on community and agency committees. Meets with community agencies and representatives to dentify issues and ensures coordination and communication between agencies. Responds to requests, inquires and complaints from the community.

SUPERVISION : Manages and provides leadership, guidance, and supervision to all direct reports responsible for the delivery of services to the departmental clients. Reviews personnel actions to ensure direct reports follow the State Personnel Rules and the Department's policies and operating procedures. Supports and exemplifies a positive and ethical work environment which allows all employees to achieve their full potential in carrying out the agency's mission and values. Serves as backup to the Regional ESS Director. Ensures succession planning by identifying an individual and an alternate that can be trained and coached as potential replacements. Utilizes those individuals as back-ups and provides developmental opportunities for those individuals. Ensures that all subordinates similarly develop back-ups that are appropriately trained. Maintains a workplace atmosphere that promotes and rewards creativity, innovation and performance.

PROGRAM PLANNING AND DEVELOPMENT : Ensures the Region's Economic Self-Sufficiency Program has a well-conceived service delivery plan and implements the vision of the statewide Specialized Medicaid Center of Excellence. This plan must address the allocation of resources among the counties and focus service delivery in such a way that program outcomes and outputs are achieved. Develops redesign plan in coordination with Region and Headquarters offices, prepares readiness assessments and coordinates ongoing technical assistance to local service centers .

MONITORING : Tracks and reports the performance of Economic Self-Sufficiency programs to ensure that targets are achieved. Keeps Region ESS Director fully informed of activities, operational issues, upcoming events and potential problems. Ensures the Region's Economic Self-Sufficiency Program works closely with budget and contracts to ensure that service dollars are appropriately spent. Coordinates production, statistical reports, and detailed analysis from the dashboard measures and / or other indicators of performance.

BUDGET AND FISCAL RESPONSIBILITY : Coordinates the retention of all Economic Self-Sufficiency Specialist I positions. Coordinates with budget office to ensure that program budget entity spending plans accurately reflect the program's needs. Oversees the vacancy turnover rate, staffing and resource allocation, and may serve as the hiring manager.

Performs other related duties as directed.

KNOWLEDGE, SKILLS AND ABILITIES :

Ability to understand and apply applicable rules, regulations, policies and procedures relating to management analysis activities

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices

Ability to organize data into logical format for presentation in reports, documents, and other written materials.

Ability to conduct fact-finding research

Ability to solve problems and make decisions

Ability to work independently and lead a team of subject matter experts

MINIMUM REQUIREMENTS :

Three years of supervisory experience in the Economic Self-Sufficiency Program determining eligibility; preference for experience in Specialized Medicaid programs.

Experience in implementing and managing complex projects.

A bachelor's degree from a college or university or professional experience working with Department of Children and Families in ESS involving eligibility determination, investigation, interviewing or counseling may be substituted year for year of college education.

A master's degree from a college or university can substitute for one year of the required experience.
