Position Summary
The Chief of Programs and Services (CPS) provides visionary leadership and operational oversight for all service delivery programs at Mysti’s WA. This executive leader ensures quality, compliance, trauma-informed care principles, and community responsiveness across all divisions including housing support, employment services, benefit access, care coordination, diversion programs, and special population services.
This role guides senior program staff, interfaces with public and private funders, ensures regulatory and Medicaid contract compliance, and aligns all services with the organization's mission and strategic priorities.
Key ResponsibilitiesStrategic Leadership & Innovation
- Lead the design, implementation, and evaluation of programs that meet community needs and contractual outcomes.
- Drive innovation in service delivery models including Coordinated Entry, Diversion, and Medicaid CCG programs.
- Work with the CEO to align programmatic vision with organizational strategic goals.
Program Operations & Oversight
- Oversee day-to-day operations for service departments including case management, housing, diversion, and Medicaid-funded services.
- Ensure all programs are evidence-informed, person-centered, and outcomes-based.
- Ensure that service quality, client dignity, and cultural humility are embedded in every touchpoint.
Supervision & Staff Development
- Directly supervise Program Directors, Diversion Leads, and Clinical Supervisors.
- Promote professional growth, trauma-informed supervision, and reflective practice across departments.
- Lead training efforts aligned with mandated reporting and internal policies.
Compliance & Contractual Accountability
- Monitor performance measures for billing, contracts, and state/federal funding guidelines.
- Ensure adherence to required documentation standards, including ProviderOne, tracking tools, and Payment Tracking Forms.
- Collaborate with the Compliance Officer to ensure all programs meet HIPAA, WAC, and DSHS standards.
Systems Engagement & Advocacy
- Represent Mysti’s WA in key regional collaboratives, Continuum of Care (CoC) networks, funder meetings, and legislative advocacy efforts.
- Maintain relationships with DSHS, Wellpoint, county housing authorities, WA211, and community-based referral partners.
Qualifications
Required:
- Master’s degree in Social Work, Public Administration, Public Health, or related field.
- Minimum 7 years of progressive leadership in social services, housing, public health, or Medicaid-funded care.
- Demonstrated knowledge of Medicaid, Coordinated Entry/Diversion practices.
- Trauma-informed leadership style and cultural humility.
- Strong knowledge of Washington public benefit systems (TANF, GAU, ADATSA, DSHS, etc.).
Preferred:
- Licensed Clinical Social Worker (LICSW) or equivalent preferred.
- Lived experience or demonstrated commitment to racial equity and community empowerment.
- Prior experience in a CBO or Medicaid-contracted agency.
Working Conditions
- Hybrid work with field travel across King, Pierce, Snohomish, and all Counties as needed via plane, train, etc, as needed.
- Some evening/weekend engagements may be required.
- Must pass a background check and be HIPAA compliant.
