Title and Number of Position:Environmental Sustainability Specialist PE004Application Period:4/15/2025 – 4/28/2025Salary Range:Grade 9 $62,759.11 - $103,552.52Division – Section – Unit:ES&C / Technical Analysis and ComplianceShift and Days:Monday – Friday 8:00 AM – 3:30 PMLocation:ProvidencePosition Covered by Bargaining Unit Agreement:NoDUTIES/RESPONSIBILITIES: Acts as a sustainability champion for the Narragansett Bay Commission to promote, in accordance with the Strategic Plan, all aspects of sustainability including but not limited to energy efficiency, renewable energy management, and reducing/characterizing carbon footprint. This position monitors NBC’s Power Purchase Agreements, Net Metering Credits, Renewable Energy Credits, grid energy usage/billing, and tracks, monitors, and comments on renewable energy legislation. This position is responsible for tracking compliance monitoring and producing reports related to the NBC’s energy generating assets, including renewable assets, emergency generators, and other fuel-burning equipment. This position is responsible for writing grants to fund NBC initiatives focused on sustainability topics such as greenhouse gas reductions, climate related compliance issues, disposable wipe issues, and wastewater management. Run performance tracking and analysis for renewable energy production and energy consumption. Work closely with Finance, Engineering, and other departments as needed to ensure accurate billing. Develop and maintain databases to track energy and billing data details to facilitate planning and ensure compliance. Prepares compliance reports related to the NBC’s energy initiatives and equipment (e.g., EIA, CAERS). Collaborate with all NBC Departments on sustainability projects to determine feasibility, plan and manage implementation, and monitor construction and operation. Tracks output and impacts of completed projects. Required to write technical abstracts and conduct presentations related to NBC’s energy and sustainability initiatives. Plan, present and/or coordinate seminars, workshops, articles, case studies, newsletters, research proposals, etc., targeted at educating the regulated community and NBC on energy- and sustainability-related topics. Publish research, data findings, and treatment plant performance details when appropriate and update projects and findings for the NBC website. Reviews State of Rhode Island legislation related to renewable energy and sustainability that could affect the NBC. Assist the NBC Legal Department by reviewing proposed legislation and state programs. Reviews technical materials (journal articles, manufacturer’s literature, regulatory records, websites, etc.), corresponds with others (environmental regulators, schools, trade organizations, equipment vendors, technical consultants, industry representatives, etc.) and participates in seminars/workshops to keep updated on industrial performance levels, emerging technologies, and regulations that may impact the regulated community. Maintains an up-to-date and accurate database/file(s) of all work performed and a library of technical resource materials. Identify suitable grant programs and prepare grant applications for sustainability and energy-related projects. Establishes and fosters strong community relationships with state and local agencies, universities, and other organizations. Hosts tours of energy- and sustainability-related assets. Perform other duties as assigned, within skill and experience capabilities.
EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:
EDUCATION /EXPERIENCE Graduation from a four-year college with a Bachelor of Science degree plus a minimum of two years’ experience in sustainability, monitoring energy billing details, tracking net meter credits and/or renewable energy credits, and/or monitoring emissions-producing equipment (e.g., emergency generators).
JOB KNOWLEDGE, SKILLS, and ABILITIES: A working knowledge of energy-producing and fuel-burning equipment, emissions monitoring equipment and data, renewable energy technologies and trends, and Federal and State regulations related to energy production and billing. Must be highly proficiency in MS Word, Excel, and PowerPoint software programs.
SPECIAL REQUIREMENTS: Must possess a valid motor vehicle operator’s license.
