Summary
As Licensing Manager in the Technology Transfer Office, NASA Glenn Research Center (GRC) serves as primary external interface representing the Center and Agency Technology Transfer Program in licensing intellectual property developed by GRC, providing maximum exposure and transfer of technologies that have commercial potential, and ensures the proactive assertion of NASA's intellectual property rights to advance appropriate transfer for commercial, industrial, academic and governmental purposes.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Negotiating or executing license or partnership agreements under the guidance or direction of a senior engineer; Assessing technology for commercial potential, making patenting recommendations, or identifying target markets and their size, growth rates, or rates of technology absorption; Working with or contributing to a multi-disciplinary team of experts involved with advancing projects, programs, or technical methods. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Negotiating and executing license and partnership agreements; Assessing cutting edge technology for commercial potential, making patenting recommendations, and identifying target markets and their size, growth rates and rates of technology absorption for NASA developed technology or that of competing technology; Serving on or leading a multi-disciplinary team of experts and providing recommendations for advancing projects, programs, or technical methods.
