Performs responsible technical mapping and database maintenance of the GIS land records  in the Tax Department, and produces varied property maps.
 
An employee in this class is responsible for the design and production of land maps using the GIS database, and for implementing changes in tax maps following property transactions. Work includes interpreting information from surveys and deeds and translating them into the county's tax maps in the GIS system, entering data to update tax map database, developing new map products and assisting the public with locating information and maps. Independent judgment and initiative are exercised within established system structure and standards. Work involves public contact and requires tact and courtesy, and teamwork to accomplish the duties. Accuracy and attention to detail in entering data is critical in performing the work. Work is performed under regular supervision and is reviewed by observation, review of products produced and feedback from GIS users including the general public.
Extracts, manipulates and maintains land records information on Geographic Information System (GIS) using specialized software.
Creates, verifies and generates E-911 addresses using GPS technology for residential or commercial use.
Collects GIS data as needed for recorded surveys in order to accurately position parcels within the GIS parcel layer.
Digitally maps parcels of the county using deeds, plats and wills; enters metes and bounds in the cadastral base map to update property ownership records initiated by the recording of legal documents; resolves discrepancies in data with Tax Office, surveyor and/or others to ensure accurate land records information.  
Utilizes coordinate geometry to make changes and additions; enters coding for parcels, tracts and new subdivisions and other real property from deed descriptions; annotates with pin parcel numbers to match tax information, and files system changes for quick reference.
Assists customers including property owners, contractors, builders, attorneys and the general public in locating land information and maps, and in interpreting tax maps and other records; assists with answering telephones and providing general tax information to the public; collects fees and issues receipts.
Prepares recorded plats for filing and delivers original plats to Register of Deeds office.
Designs and creates custom maps; searches information as requested by County departments, property owners, etc.; enters coding required to create maps.
Manages digital file of deeds and wills that are processed which affect real estate and values.
Scans deeds and transactions.
Updates other GIS layers as needed.

Performs related work as required.
Considerable knowledge of the practices, techniques, resources, and equipment used in real property research, and of terminology, methods, and forms used in keeping records of land titles.
Considerable knowledge of the literature, trends and developments in the field of computer-aided tax mapping, with emphasis on GIS programs.
Considerable knowledge of state and county coordinate and coding systems and methods.
Considerable knowledge of surveying and mapping techniques and the ability to read and understand these documents as well as deeds.
Skill in the use of  GIS software to review, query, retrieve, and print property map information and in the use of various hardware and peripherals.     
Skill in customer service excellence and collaborative conflict resolution.
Ability to determine errors and inconsistencies in deed descriptions and utilize the information available to achieve the best configuration of a parcel.
Ability to maintain data layers and to be creative in producing special map products and reports.
Ability to understand and use GIS software and relate software to respond to requests for data.
Ability to read, compare and interpret property maps, surveys and records accurately.
Ability to deal tactfully and courteously with the public while handling requests for maps and map overlays, etc.
Ability to establish and maintain effective working relationships with peers, supervisors, employees in other County departments, and the general public.
Ability to communicate effectively in oral and written forms; ability to communicate technical information to non-technical system users.

Graduation from a community college with an Associates Degree in geography or related field with specialized mapping courses or GIS certification and some related GIS mapping experience; or an equivalent combination of education and experience.
 

Salary : $45,228 - $72,835
