Performs responsible administrative and management work overseeing and participating in real estate appraisals, GIS data base management, and tax mapping for the Tax Department.
                                                       
An employee in this class is responsible for planning, organizing and directing a program for all real property appraisals and revaluations.  The employee also supervises the GIS and tax mapping operations.  Work involves the design and implementation of equitable valuation techniques and defending valuation methods and results to the public, overseeing and managing the County revaluation project, including developing computerized schedule of values and appraisal systems.  The employee is also responsible for defending appraisals during informal hearings, before the Board of Equalization and Review and N.C. Property Tax Commission.  The employee provides supervision and direction over a staff of professional, technical and clerical personnel involved in the property appraisal and tax mapping processes and acts in the absence of the Tax Administrator. Considerable initiative and independent judgment must be exercised in directing and monitoring the program.  Tact, courtesy and firmness are required in frequent contacts with taxpayers concerning questions and complaints about property values.  Work is performed under the general supervision of the Tax Administrator and is evaluated through conferences and discussions for overall efficiency and accuracy.
 
Plans, directs and manages the appraisal and revaluation program for the County; compiles records, analyzes and maintains a variety of data pertaining to real property sales:  building costs, income data, market data, zoning regulations, per capita income, etc., to assist in development of the schedule of values; researches, recommends, administers, trains staff and maintains computer software as necessary to maintain and manipulate property value data.
Develops methods, procedures and schedules used to appraise farms, residential, commercial and industrial properties to ensure comparable appraisal values; compiles, records, analyzes and maintains a variety of data pertaining to real property sales, building costs, zoning regulations, per capital income, etc.; develops and maintains value schedules as dictated by N.C. Statutes.
Oversees and participates in the maintenance of a variety of records, reports, forms and other data used to substantiate property values.
Develops and implements policies and procedures for compiling and maintaining data; prepares a variety of reports and records for submission as required by Tax Administrator or Board of County Commissioners, or state agencies.
Supervises and participates in the appraising of farm, residential, commercial, industrial and mobile homes and other properties to determine their value; photographs and sketches layouts of structures; determines grade of material and quality of workmanship.
Trains and reviews work of subordinate appraisers; administers or provides recommendations for personnel matters such as recruiting, interviewing, hiring, training, assigning scheduling, granting leave, reviewing, and disciplining, etc.
Oversees administration of Land Use Program, reviewing applications for deferment and assigning appraiser to perform appraisals; reviews splits and transfers for accuracy.  
Hires and supervises contract or temporary staff for revaluation work. 

Assists the public via telephone or in person with inquiries concerning appraised values and procedures.
Serves as a technical advisor to the Board of Equalization and Review, and defends tax
appraisals before the Board of Equalization and Review, the North Carolina Property Tax Commission and North Carolina Appeals Courts.
Assumes duties and responsibilities of Tax Administrator as necessary, ensuring adherence to established policies, procedures and standards; assists with preparation of department budget.
Performs and/or coordinates various information technology functions for the department; maintains laptop computers and printers; coordinates needs and network configuration issues with Information Technology Departments.
Participates in the development and implements valuation policy to be used in the tax appraisal program.

Thorough knowledge of principles, practices and techniques used in appraising farm, residential, commercial and industrial property.
Thorough knowledge of the overall policies, methods and procedures of the Appraisal Division of the Tax Department.
Thorough knowledge of the North Carolina Machinery Act and County tax policies as applicable to tax listing and assessment.
Considerable knowledge of the geographic and socioeconomic layout of the County.
Considerable knowledge of the use and interpretation of  statistics and statistical inference.
Considerable knowledge of the application of information technology to property appraisal and valuation including the use of GIS and tax mapping.
Knowledge of modern and effective supervisory principles and practices including motivations, leadership, communications, conflict resolution, and performance coaching and evaluation.
Knowledge of the County=s personnel, budgeting, and purchasing policies and procedures.
Skill in collaborative conflict resolution and customer service excellence.
Ability to conduct an effective and fair tax appraisal and assessment program.
Ability to make decisions and to defend appraisals to property owners, the general public, the Board of Equalization and Review, and the N. C. Property Tax Commission.
Ability to exercise considerable independent judgment and initiative in appraising property, advising appraisers and carrying out details of the work.
Ability to effectively express ideas orally and in writing.
Ability to make oral presentations before large groups of people.
Ability to exercise considerable tact, discretion and firmness in frequent contact with taxpayers and the general public.
Ability to establish and maintain effective working relationships as necessitated by work assignments.

ABILITY TO MAKE DECISIONS & TO DEFEND APPRAISALS TO PROPERTY OWNERS, THE PUBLIC, THE BOARD OF EQUALIZATION & REVIEW AND THE NC PROPERTY TAX COMMISSION. ABILITY TO EXPRESS IDEALS ORALLY & IN WRITING AND TO MAKE ORAL PRESENTATIONS. ABILITY TO EXERCISE CONSIDERABLE TACT, DISCRETION & FIRMNESS WITH TAXPAYERS AND THE PUBLIC. KNOWLEDGE OF ABILITY TO ESTABLISH & MAINTAIN EFFECTIVE WORKING RELATIONSHIPS. KNOWLEDGE OF STATUTORILY REQUIRED REVALUATIONS. ABILITY TO EXERCISE INDEPENDENT JUDGEMENT AND INITIATIVE IN APPRAISING PROPERTY, ADVISING APPRAISERS AND ORGANIZING WORKLOAD. THOROUGH KNOWLEDGE OF EXCEL & POWER POINT.


 
 Graduation from a four year college or university including or supplemented by courses in appraisal, considerable experience in appraisal work, preferably including experience in appraising commercial and industrial properties, and considerable supervisory experience; or an equiva­lent combination of education and experience.
